The Water Services Department (WSD) maintains Maricopa County Air Quality Permit that requires hydrogen sulfide emissions to remaining at or below standards outlined on the permit, by location. WSD is proactive against odor complaints and staying compliant with legal requirements by exceeding permit requirements and performing quarterly compliance testing per the Maricopa County Air Quality Permit. WSD seeks a contractor for performing regular monitoring and evaluation services of fence line hydrogen sulfide emissions, atmospheric odor treatment equipment evaluations and expedited odor complaint response services for the various locations throughout the City (listed in the Scope of Work). The City of Phoenix invites sealed offers for Fence Line Odor Treatment Equipment Monitoring for a five-year term commencing on or about November 1, 2024, in accordance with the specifications and provisions contained herein or the "Effective Date" which is upon award by City Council, conditioned upon signature and recording by the City Clerk's department, as required by the Phoenix City Code, whichever is later. The City reserves the right to change dates, times, and locations, as necessary. The City does not always hold a Pre-Offer Conference or Site Visit.
