The City is working on updates to its Pavement Management Plan (PMP) and updates to its pavement management system, StreetSaver. To facilitate these updates, the City is requesting proposals from qualified firms to complete city-wide pavement inspections, update the City's StreetSaver cost matrices and planning tools to more accurately reflect current and future market trends, and prepare the City's Pavement Management Plan document. A copy of the City of Ventura's Professional Services Agreement, Attachment "C" is included herein, as it will be the document executed into a final contract between the City and the awarded Consultant. You do not have to return Attachment "C" with your proposal submission; the sample Professional Services Agreement is provided for reference only and does not have to be returned with the bid. Scope for completion of the requested services should consider the items of work identified below and include any additional scope the consultant team considers necessary to complete the project. Final scope will be negotiated with the consultant team following selection. Any communication with City staff or City Elected Representatives, except for the Purchasing and Contracts Division, regarding this RFP is prohibited. Disregard of this provision could result in rejection of the proposal. The project completion timeline shall conform to the following schedule; o Issue RFP via email August 26, 2024 o Deadline for questions from Consultant September 9, 2024 o City Review/Consultant Selection September 26, 2024 o Council Award of Contract October 22, 2024 o Notice to Proceed October 24, 2024 o 30% Completion of city wide pavement inspections December 11th, 2024 o 60% Completion of city wide pavement inspections January 30th, 2025 o All city-wide Pavement Inspections Completed March 20th, 2025 o Update StreetSaver cost matrix and planning tools April 10th, 2025 o 30% Draft PMP Document May 21st, 2025 o 60% Draft PMP Document June 11th, 2025 o 100% Complete PMP Document June 30th, 2025 o City Council Presentation of PMP August 2025 All questions regarding this Request for Proposal (RFP) shall be submitted via email to Nicole Supan, Purchasing Supervisor, at nsupan@cityofventura.ca.gov Any questions submitted after the deadline shall be rejected. Event RFP note: To be considered, all proposals must be submitted in the manner set forth in the RFP. It is the Responder's responsibility to ensure that its/their proposal arrives on or before the specified time. Proposers shall provide one (1) hard copy in a SEALED envelope and one (1) PDF electronic copy sent via email to the Purchasing Representative, Nicole Supan at nsupan@cityofventura.ca.gov. If discrepancies are found between the hard copy and the PDF, the hard copy will provide the basis for resolving such discrepancies. If no document can be identified as the original, proposal may be rejected at the discretion of the City. No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will be considered in the absence of a hard copy sealed proposal. Proposals received after the scheduled submittal deadline will be returned. Proposals postmarked prior to submittal deadline, but received after the deadline, will be returned. The City reserves the unilateral right to amend, cancel or reissue this Request for Proposal in writing at any time. The City reserves the right to reject any and all proposals received. The method of Contractor Selection has not been Determined at this time
