The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting sealed technical proposals and bids from qualified firms to provide Consultant and Management Services for VDOT's Business Integration Solutions Division, herein referred to as ("BISD") and Performance Transformation Division, herein referred to as ("PTD"). VDOT District/Divisions locations may obtain services under the resulting contract(s) with prior written approval from the Contract Administrators of BISD and PTD; however, all costs associated with obtaining the services will be the responsibility of the associated Districts/Divisions. Other agencies of the Commonwealth may obtain services under the resulting contract(s). In order to use the contract(s), the agency must go through the process to be added as an additional user of the contract. Period of Contract: For two (2) years from date of award, with three (3) optional one-year renewals. Specifications/ Contract Requirements: The Business Integrated Solutions Division (BISD) and Performance Transformation Division (PTD) may need to supplement its staff due to an unusually high demand (staff augmentation) or supplement its skills with a highly specialized study/review/evaluation/claim and/or may need to obtain all services necessary to complete all aspects of a project from "cradle to grave." A Pre-Bid conference will not be held for this solicitation. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 2:00PM EST on August 28, 2024. VDOT cannot guarantee a response to questions received after August 28, 2024. No questions will be addressed orally. At the start of the conference the VDOT Representative will conduct a roll call to identify the individuals participating on the call. The provisions of 2.2-4342 of the Code of Virginia, as amended, shall be applicable to the inspection of bids received. The Commonwealth reserves the right to make multiple awards as a result of this solicitation. The award(s) will be made to the lowest responsive and responsible bidder(s) meeting the requirements of the solicitation. The Commonwealth reserves the right to conduct any tests it may deem advisable and to make all evaluations. The Commonwealth also reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. The method of Contractor Selection has not been Determined at this time.
