The City of Huntington is seeking proposals from qualified architectural/engineering firms interested in providing full service design and construction administration Paul Ambrose Trail for Health Levy located in Huntington, WV. The City of Huntington is seeking a consulting engineer to provide design, engineering and full construction services for a bicycle and pedestrian trail connection that would join the Paul Ambrose Trail for Health (PATH) at 3rd St. West and Harris Riverfront Park (HRP) in Huntington, WV. Background This project will create a safe and appealing passageway for pedestrians and cyclists enjoying the PATH, along the riverfront between the Levy Trail and Harris Riverfront Park. The Paul Ambrose Trail for Health is a growing bicycle and pedestrian trail system providing free, healthy, recreation and transportation opportunities for the City of Huntington, West Virginia and surrounding areas. This trail system was designed to incorporate many of Huntington's workplaces, schools, and amenities and allow the citizens of Huntington to access these destinations using non-motorized means of transportation. The PATH is vital in Huntington's continued efforts towards the revitalization and growth as it will reduce congestion, connect business and neighborhoods, provide outdoor recreational options for residents, and encourage the use of alternative modes of transportation. This proposed PATH connection would travel eastward along the river side of the floodwall within the existing maintenance right-of-way. Alternatively, a route would utilize the southern side of the floodwall using existing city right or way or abandoned rail right-of-way. Applicants should reference existing planning documents the PATH, attached to this RFQ. The selected firm would be expected to work with Greater Huntington Parks and Recreation District, the Mayor's Council on the Arts, as well as the City of Huntington, KYOVA, and WVDOH. Procurement of engineering services shall be made in accordance with Chapter 5G-1-3 of the WV Code. This project is funded through the City of Huntington and made possible by the Federal Lands Access Program. Deliverables The City of Huntington seeks a full design, engineering, permitting and construction package that includes but is not limited to the following: Planning and execution of three public feedback sessions regarding the design of the trail with relevant resident interest groups. Execution of ongoing monthly meetings with supervising city and DOH staff. Provision of design and engineering services through bid documentation, to create a "shovel ready" project for a trail connecting existing trailhead locations at West 3rd street and Harris Riverfront Park utilizing best practices of bike-friendly and pedestrian friendly designs. Provision of construction drawings in paper and electronic format. All documents shall be provided as paper copies and PDF files. Obtainment of right-of-way and utility certification and permits from necessary entities including but not limited to WVDEP and WVDOH. Selected engineering firm will be responsible for preparing necessary permit application documents. Preparation of construction bid documents, all contract documents, plan specifications and estimates. Provision of specifications of the phasing of the construction. Full cost estimation for construction implementation, construction inspection, and other costs for completing the project, including specifications of elements that could be eliminated or scaled down to achieve cost affordability. Provide specifications on notifying adjacent property owners of road disruptions and coordinate traffic control. Oversight of bidding, compliance, and ongoing construction activities
