Fence Line Clearing - North Kent Landfill The Kent County Purchasing Division is soliciting proposals for the clearing of trees, brush, and other vegetation around the Department of Public Works North Kent Landfill existing fence line. Ideally the project would be completed by 12/15/2024. Bids with completion prior to the end of the year may take precedence over others slated for next year completion. SCOPE This work consists of clearing all brush, vines, and trees within 10 feet of existing fence line at the North Kent Landfill and applying growth preventive material if BID alternative is accepted. Growth preventive material shall be approved herbicide intended to prevent growth of woody vegetation. Ensure a certified applicator applies the preventive material. A. Clearing: Cut, remove, and dispose of trees, stumps, brush, shrubs, roots, logs, and other vegetation. Cut trees, brush, shrubs, stumps, and other vegetation flush with the ground level. Salvage marketable timber. Preserve vegetation and objects required to remain from injury or defacement. 1. Removals: Remove trees, stumps, and other vegetation within 10 feet of the fence line onto the department's property. Do not clear outside the property limits unless approved. Remove trees without endangering traffic and the general public, injuring other trees, and damaging structures or property. Treat stumps and stubs within 2 feet of the fence line with growth preventive material same day. The total linear footage of perimeter fence at North Kent Landfill requiring clearing is approximately 8,000 feet. 2. Protecting plant Life and Surface Waters: Protect vegetation that is not designated for removal on the plans or by the Department of Public Works. Repair or replace trees or shrubs damaged by Contractor operations at no additional cost to the Department. Be cautious of herbicide application near surface waters present at the site. 3. Salvaging Marketable Timer: The Department will not allow burning or wasting of marketable timber. Marketable timber includes trees with a diameter of at least 8 inches as measured at a point 4 1/2 feet above the base of the tree at the ground line. Timber does not need to be cut in lengths less than 8 feet. The Department considers marketable timber the property of the Contractor. Make marketable timber available to wood-using industries or individuals. 4. Disposing of Unsalvageable Material: Do not dispose of material, temporarily or permanently, in wetlands or flood plains. Dispose of unmarketable timber and vegetative debris resulting from clearing and selective thinning, in one of the following methods: a) Chipping/Mulching: Chips or mulch should be evenly distributed and not left in piles. b) Other: Dispose all material outside the right-of-way or in Department approved areas. B. Payment for Clearing, Fence and Preventative Material Application will be measured along the fence line by length to the nearest half station. The Department will not provide additional compensation for handwork. Dimensions, if furnished, are for general reference only and should be verified by Respondent. Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. The Kent County Standard Submission Terms posted online are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein. Question Deadline 09/04/2024 at 2:00 PM ET Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division electronically or during pre-proposal meetings. Kent County reserves the right to determine the response format or not respond, at its sole discretion. No Bid Bond is required if Respondent's offer is less than $500,000. If the offer is withdrawn after Solicitation opening, Respondent may be removed from the Bidder's List ("Vendor Registration") pursuant to Kent County Purchasing Central Purchasing and Open Market Procedures for Goods and Services section D.13 Failure to Perform Satisfactory. Each offer over $500,000 must be accompanied by a Bid Bond executed by the Respondent and payable to County of Kent for 5% of the total amount of the offer. Attorneys-in-fact who sign Bid Bonds, Payment Bonds or Performance Bonds must file a certified dated copy of their Power of Attorney. A certified check, bank draft, cashier's check, or negotiable U.S. Government bond (at par value) may be submitted In lieu of a Bid Bond. Personal checks are NOT acceptable. If requested, the Original Bid Bond must be received by the Kent County Purchasing Division within 2 business days of request. Bid Bonds of unsuccessful Respondents will be returned after the Solicitation is awarded. The Bid Bond of the successful Respondent will be retained until the contract is fully executed by all parties involved. PERFORMANCE AND PAYMENT BOND Each contract over $50,000 must be accompanied by a Performance Bond and a Payment Bond, each payable to the Owner (County of Kent) and each in the amount of 100% of the contract price with a corporate surety approved by the funding agency, for the faithful performance of the contract.
