Question Deadline 09/05/2024 at 2:00 PM MT All other questions related to this solicitation, specifications, or bidding procedures MUST be asked in writing in SciQuest The purpose of this RFQ is to enter into a purchase order with the responsive and responsible vendor that submits the lowest cost to provide: labor, materials and equipment to construct approximately 2,060 ft of 4-strand barbed wire fence in Iron County, Utah. See Attachment B Scope of Work for requirements and details. Utah Division of Wildlife Resources (UDWR) and the Cedar City Ranger District, Dixie National Forest (Forest Service) are requesting Services in this contract to construct up to 2,060 feet (0.4 miles) of 4-strand barbed wire fence to the specifications listed below. The fence would complete an exclosure around the outflow stream of Navajo Spring. Bids should be submitted on a per/foot basis for removal, and construction basis. Per foot and total bid, prices will include all mobilization and operation costs. There will be no fuel surcharges or adjustments negotiated. There will be no government provided materials for this project. The contract will be awarded based on bid price; prior performance references as provider by the bidder and will be evaluated and awarded at the sole discretion of the government. Total feet awarded will be dependent on availability of funds. Evaluation of Quotes: Each quote received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. This RFQ shall be evaluated by the objective criteria described in this RFQ. Quotes submitted must comply with the specification identified in this RFQ. Any quote that does not comply with the prerequisite and questions sections will be deemed non-responsive and will be rejected. Multiple or alternate quotes will not be accepted. If a vendor submits multiple or alternate quotes, the State will only accept the bidder's primary bid and will not accept any other bids constituting multiple or alternate bids. Any exceptions to the content of this RFQ, including the specifications, must be protested in writing to the Division of Purchasing prior to the closing date. Vendors must review each section of this RFQ carefully before submitting a quote. The Division of Purchasing may solicit other quotes via email, phone, or other methods as permitted by the Utah Procurement Code or applicable Administrative Rules. Vendors are prohibited from communications regarding this RFQ with the conducting procurement unit staff, evaluation committee members, or other associated individuals EXCEPT the State of Utah Division of Purchasing procurement officer overseeing this RFQ. Description Wherever in this RFQ an item is defined by using a trade name, brand name, or a manufacturer and/or model number, it is intended that the words, "or equivalent" apply; and invites the submission of equivalent products by the Bidders.
