The Town of Middleburg is seeking a qualified firm to conduct video inspections of Town-owned sanitary sewer mains. The Town of Middleburg is seeking a qualified firm to conduct video inspections of Town owned sanitary sewer mains. The video must be recorded and provided to the Town in a format that can be saved and viewed on a Windows PC or Mac OS device. The firm must also have the capability to remove minor obstructions or perform light cleaning, as necessary, to facilitate the video inspection of the mains. The firm must be able to provide adequate traffic control, where necessary. Project Overview The Town is seeking a firm to provide video inspection services of the wastewater collection system. The goal is to inspect as much of the sewer mains as possible within a defined budget. Firms must have the ability to perform light cleaning, take and record video, geolocate that video to a particular sewer main segment, provide a graded assessment of the segment (on a scale of 0-10, with 0 being very poor or obstructed to 10 being no issues and no immediate risk), and provide the video to the Town to be viewed at a future date. The contractor will transfer all right, title and interest in the video to the Town. The firm must use the previously conducted acoustical analysis to prioritize the segments of lines to be inspected. Priority must be given to lines that were unable to be graded using the SL-RAT system or that were graded poor or fair. The estimated length of lines that fit these criteria is approximately 18,000 linear feet. The goal for this contract is to inspect and record at least 18,000 linear feet of line. The Town has allocated $75,000 to this project. After receipt of bids, the Town may negotiate with the apparent lowest responsive and responsible bidder to adjust quantities to meet the Town's budget by any combination of the following: prioritizing certain lines, adding or removing the inspection of the Town Force main, if warranted, and scheduling the work at the convenience of the apparent lowest responsive and responsible bidder. The contractor must be able to complete these tasks by April 30, 2025. Work Location: Town of Middleburg, Virginia Middleburg reserves the right to cancel this Invitation for Bids at any time.
