Question Response Deadline:September 6, 2024, 12:00am Verbal submitted quotations will not be accepted. The City of Brentwood reserves the right to reject any and/or all proposals, to waive any irregularities or informalities in a proposal, and to accept any proposal, which, in its opinion, may be for the best interest of the City. Background The City of Brentwood has aging fiber that needs to be replaced. The City of Brentwood is installing additional fiber to increase capacity. The projects included in this Request for Proposal are outlined in the scope. The selected vendor will work directly with Traffic Operations and Technology for scheduling and project completion. Definitions The terms "proposer", "contractor", "vendor" and "firm" may be used interchangeably in this RFP and shall refer to the entities submitting a response to this RFP or to the entity with whom the City enters into a contract as a result of this solicitation. Site Inspection Before submitting a proposal, each proposer should make all investigations and examinations necessary to ascertain all conditions and requirements affecting the full performance of the contract and to verify any representations made by the City upon which the proposer will rely. If the proposer receives an award as a result of its proposal submission, failure to have made such investigations and examinations will in no way relieve the proposer from its obligation to comply in every detail with all provisions and requirements of these documents, nor will a plea of ignorance of such conditions and requirements be accepted as a basis for any claim whatsoever by the contractor for additional compensation. Preparation of Proposal Proposal should be submitted in the following format: Firm Profile and Experience Pricing Information Conflict of Interest Exceptions Sample Contract Iran Divestment Certification Form In addition, any material that will add to the persuasiveness of the proposal may be included. However, if the materials do not directly address the stated requirements, please include them in an appendix or a separate volume. The City will review and consider all materials submitted, but will concentrate on the material that directly addresses the City's stated needs. Each proposal must be submitted by the owner, a partner, or a corporate officer of the company or by an agent duly authorized to represent the contractor in submitting the proposal. Include the name and position held within contractor's organization. Proposal Requirements and Format The proposal shall be concise, well organized, and demonstrate the responder's qualifications and experience applicable to the project and understanding of the project. Include an overview of the proposal describing the highlights of the proposal. Failure to comply with the requirements of this RFP may result in disqualification. Splicing Upon completion of splicing, audit the splice case to ensure the correct fibers are fused. Documentation Red lines must be provided at end of project. Documentation with distance of fiber in each route per roads and fiber will be provided by city. All fiber shall be tagged with tags overhead and in each pull box, tags shall be placed where they are visible from ground on the aerial fiber. Material 1/4 messenger, splice closures, and hardware including snowshoes will be provided by selected contractor. Fiber will be provided by the City. Selected Contractor All work must be kept clean work areas. Contractor will keep Martin Yates posted on day-to-day planning and work with him. The contractor that is awarded this job must be located within 100 miles of the Brentwood City limits and be able to be on site within two hours' notice. Subs shall be local and aware of city network. Contractor will be responsible for resolving any outage during this project due to the work being done. Contractor will work with Martin Yates and Technology to provide a game plan prior to starting the project. Fiber Installation Locations: Moores Lane from Franklin Road to Wilson Pike Aerial Install 8,900 feet of 1/4 messenger and lash 8,900 feet of 96 count fiber to messenger cable. Add ten percent for fiber storage on Moores Lane from Franklin Road to Wilson Pike. Leave old ADSS fiber floating until all fiber is installed and tested. Once installation is complete and tested, the old fiber will be wrecked. There will be 11 laterals with 258 fusion splices. There will be fusion splices at each end of this route to connect to next fiber run. Install 75 feet of slack at each splice kit and 50 foot of retractable slack in each pull box. Underground Install 11,531 feet in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed. Wilson Pike from Concord Road to Split Log Road Aerial Install 13,297 feet of 1/4 messenger and lash 13,297 feet of 96 count fiber to messenger cable. Add ten percent for fiber storage on Wilson Pike from Concord Road to Split Log Road. Leave old ADSS fiber floating until all fiber is installed and tested. Once installation is complete and tested, the old fiber will be wrecked. There will be 40 laterals with 192 fusion splices. There will be fusion splices at each end of this route to connect to next fiber run. Install 75 feet of slack at each splice kit and 50 foot of retractable slack in each pull box. Underground Install 5,838 in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed. Maryland Way from City Hall to Granny White Underground Install 5075 feet in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed. General George Patton from Service Center to Moores Lane Aerial Install 1,703 feet of 1/4 messenger and lash 3,406 Feet 96 count fiber to messenger cable. At Moores Lane, there will be two separate fiber runs. One going east on Moores Lane and one going west on Moores Lane. Add ten percent for fiber storage on Moores. Leave old ADSS fiber floating until all fiber is installed and tested. Once installation is complete and tested, the old fiber will be wrecked. There will be 2 laterals with 96 Fusion splices. There will be fusion splices at each end of this route to connect to next fiber run. Install 75 feet of slack at each splice kit and 50 foot of retractable slack in each pull box. Underground Install 2,852 feet in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed. Concord Road from Franklin to Sunset Aerial Install 16,190 feet of 1/4 messenger and lash 16,190 feet of 96 count fiber to messenger cable. Add ten percent for fiber storage on Concord Road from Franklin Road to Sunset. Leave old ADSS fiber floating until all fiber is installed and tested. Once installation is complete and tested, the old fiber will be wrecked. There will be 11 laterals with 225 fusion splices. There will be fusion splices at each end of this route to connect to next fiber run. Install 75 feet of slack at each splice kit and 50 foot of retractable slack in each pull box. Underground Install 10,531 feet in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed. Murray Lane from Franklin Road to Granny White Aerial Install 6,200 feet of 1/4 messenger and lash 6,200 feet of 96 count fiber to messenger cable. Add ten percent for fiber storage on Murray Lane from Franklin Road to Granny White. Leave old ADSS fiber floating until all fiber is installed and tested. Once installation is complete and tested, the old fiber will be wrecked. There will be 3 laterals with 118 fusion splices. There will be fusion splices at each end of this route to connect to next fiber run. Install 75 feet of slack at each splice kit and 50 foot of retractable slack in each pull box. Underground Install 1,100 feet in existing pull boxes, conduits and transition conduits. If a tracer wire is used to pull in new fiber during installation, a new tracer wire needs to be installed.
