Proposed Landscaping Improvements includes all material, labor, and equipment necessary for the planting of a total of (264) trees of varying species at the Gloucester County Solid Waste Complex located at 503 Monroeville Road, South Harrison Township, New Jersey 08085. Substantial and Contract completion times are 30 days and 60 days, respectively, after Contract Time commences to run. Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for i) Mobilization and demobilization; ii) All temporary and permanent soil erosion and sedimentation control devices; iv) planting of all trees v) Restoration of all surfaces to conditions prior to construction; and ix) Maintaining service roadways and landfilling operations during construction. Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the Authority, in a sum equal to 100% of the total contract price All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In addition, all bidders must comply with P.L. 1999, c. 238- Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act. The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owners opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids.
