An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the QBS-RFP if a substantive clarification is in order. The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants with demonstrated experience in design and engineering services for renovations, improvements and new construction of commercial facilities. The City of Portland, Bureau of Environmental Services (BES) serves the Portland community by protecting public health, water quality, and the environment. Specifically, BES provides sewage and stormwater collection, and treatment services, protects the quality of surface and ground waters and conducts activities that promote healthy ecosystems in watersheds. BES collects and treats wastewater and combined sewage for more than 600,000 people within a service area that encompasses an area of approximately 133 square miles. BES owns, operates, and maintains Columbia Boulevard Wastewater Treatment Plant (CBWTP), Tryon Creek Wastewater Treatment Plant (TCWTP), 96 pump stations, and more than 2,300 miles of pipelines. The relatively large sewage collection and conveyance system necessitates a number of other support facilities not directly related to sewage collection or conveyance. These other facilities house such things as testing laboratories, locker rooms, office spaces, break rooms, workshops, etc. These other facilities support the main services of BES. This Price Agreement is an element of the ongoing Non-Process Facilities Improvement Program (NPFIP) as part of the Capital Improvement Program (CIP). The City of Portland, Bureau of Environmental Services is seeking proposals from firms or teams of consultants to provide various professional technical services on an as-needed basis. These as-needed services are referred to as "price agreements," and could include work with short deadlines, scopes that may need to be developed quickly, and/or requiring expertise currently unavailable in-house. Task Orders will be issued to successful Proposer(s) under these price agreements as individual project needs are identified. Allow Electronic Quote: Yes Informal Bid Flag: No The City of Portland, Bureau of Environmental Services is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstrated experience in design and engineering services for renovations, improvements and new construction of commercial facilities, and proposes to engage the successful Proposer for the following services: o Architecture o Acoustic Design o Envelope Design o Mechanical/Plumbing Engineering o Structural Engineering o Electrical Engineering o Lighting design o Condition assessment o Programing, planning, space planning, alternative analysis The City anticipates having executed Price Agreements in place by November 30, 2024. The term of the price agreements shall be five (5) years. Work shall begin for specific projects upon execution of a signed Task Order with submittal of final deliverables to the City occurring by the date defined in the individual Task Orders. The method of Contractor Selection has not been Determined at this time.
