Renovation of a library in Columbia, South Carolina. Working plans call for the renovation of a 283,595-square-foot library.

**As of September 29, 2025, the owner has selected a Construction Manager. A timeline for construction has not yet been established.** This project is located in the core of the USC Columbia campus. The total building area is 283,595 gross square feet. This is a renovation project that is intended to improve library functionality, replace MEP building systems, and upgrade lifesafety design across all seven levels of the library. The project will modernize and repurpose spaces to serve contemporary student needs that prioritize study space over book collection storage. Contractor will be required to provide Performance and Labor and Material Payment Bonds, each in the amount of 100% of the contract price. LICENSURE: To be considered for selection, persons or firms must be properly licensed in accordance with the requirements of Title 40 of the SC Code of Laws, as amended at the time of resume submission. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. CONSTRUCTION COST RANGE: $50,000,000 to $55,000,000 A. It is desired to start construction in the summer of 2026, with a completion date to be determined through planning with the CM-R for sequential renovation phases. The University intends to assess liquidated damages for failure to meet the agreed upon contract substantial completion dates for each phase of renovation. This project carries the challenges of limited exterior site area with constant pedestrian traffic and difficulties for contractor access and material removal and delivery. The building must maintain substantial occupancy during construction. Construction activities which will require detailed coordination and a demanding and intense timeline structured with multiple phases of work. Reducing adverse impacts to the student experience must be strongly considered. The academic calendar, in which student occupancy is reduced during summer months, should be considered for extraordinarily adverse construction tasks as proactive and creative scheduling may allow. Immediately south of Thomas Cooper Library, a residence hall replacement project will be occurring with an expected construction duration from the summer of 2026 until the fall of 2028. Consequently, there will be simultaneous construction projects by, presumably, two CM-R contractors who must coordinate laydown space and site access. B. It is desired to include small, minority and women owned business enterprises on the construction team. This will likely require segments of the construction scope to be organized into smaller pieces and a highly experienced CM-R firm familiar with the availability and capacity of these entities is best positioned to accomplish this goal. The CM-R will be expected to work closely with the University and/or its assigned agents, to develop final documents and separate bid packages as required by the approved project master schedule. *Turner Construction will not disclose any project details to ConstructConnect.
