Overview The Iowa Department of Transportation is seeking competitive bids for snow removal services at seven (7) locations in the District 6 of the Iowa DOT jurisdiction. Awarded contractor is required to provide all materials, labor and equipment necessary to achieve Reasonably Near Normal Surface conditions at the end of each winter weather precipitation event as defined in the Scope of Work. The various project locations are NOT tied. Awards will be made for each line item listed in the solicitation. Contractor may bid to plow and apply snow/ice treatment for any or all of the locations. Chemicals Contractor is to supply any and all chemicals. Salt, Sand and salt brine are acceptable chemicals. Any other chemicals must be approved by district staff. Chemicals used follow the Instructional Memorandums (I.M.s) and standards for maintenance activities for the conditions encountered. Depending on the surface of the road, chemical treatment may or may not be something that is needed. Aggregate (gravel) surfaces to receive only abrasive treatment - NO deicing chemicals allowed. The I.M.s below are listed in the Attachments tab of this RFB. Please read through carefully. CHAPTER 8 - SNOW AND ICE CONTROL 8.010 General Guidelines 8.100 Snow and Ice Removal Operations 8.400 Chemicals and Abrasives Trips The contractor can only bill for a maximum of two trips to each location per same (24 hour calendar) day without calling the garage supervisor for pre-approval. (And the trip is only justified if it is needed to restore the road to reasonably near normal surface conditions). A second trip would apply only if needed. Please review the Trip Type chart for reference located on the Attachments Tab of this RFB. If contractor needs to return to a location to finish up on another day (after the winter weather precipitation event), a phone call to the supervisor would be necessary to get pre-approval. The contractor could also be requested by supervisor to perform additional clean-up, as needed. Supervisors contact information will be provided to the awarded contractor(s). Plow and apply snow/ice treatment by 05:00 AM and 04:00 PM during a winter weather precipitation event to the seven (7) locations listed on the Line Details Tab of this RFB. Reasonably Near Normal Surface Definition A pavement surface sufficiently free of snow, ice, frost or slush, permitting reasonable vehicle control when the vehicle is operated. Some isolated spots or strips of packed snow and ice may be present with an abrasive treatment on those areas. Abrasive Treatment Definition Application of an abrasive material such as sand to achieve traction. An abrasive material could be many different materials but most commonly use sand for traction. We are asking for Bid Price = Cost per Trip (plow and treat) during a snow event This is project is exempt from state sales tax. Contract Period From October 15, 2024 with an end date of: June 30, 2025. The Contractor will be awarded an eight (8) month contract with an option to renew for (five) additional years in twelve (12) month increments. Contract Award The various project locations are NOT tied. Awards will be made for each line item listed in the solicitation. Contractor may bid to plow and apply snow/ice treatment for any or all of the locations. It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.
