The City of Orinda invites proposals for consulting services related to the Storm Drain Systems GIS Data Review and Field Survey The City of Orinda, incorporated in 1985, has evolved from over a century of gradual development into a vibrant community of approximately 19,500 residents. As Orinda transitions from a primarily senior demographic to one that includes younger families, its semi-rural charm and tree-studded hillsides stand in contrast to the more urban areas surrounding it. Located in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County, California, Orinda is known for its family-oriented, picturesque environment. In 2018, Orinda developed a geodatabase for storm drains using existing CAD-based maps and databases, integrating both public and limited private storm drain information into a Geographic Information System (GIS). This initiative aimed to enhance the management of the public storm drain system. However, due to the limited data available for private storm drains, further accuracy and detail are needed. The City of Orinda is now seeking proposals from qualified consultants to improve the accuracy of the existing GIS data by collecting GPS location information in the field and mapping private storm drain pipes comprehensively. This project involves a thorough field survey of storm drain infrastructure located on private properties. The goal is to ensure the accuracy and completeness of the storm drain data, thereby supporting effective stormwater management and infrastructure planning. The successful consultant will provide professional services to collect GPS location data for storm drains within the City of Orinda. The scope of work includes, but is not limited to, the following: Field Survey Preparation: 1. Review GIS and determine schedule for collecting data for both public and private facilities. 2. Coordinate with city officials to identify private properties with storm drains. Obtain necessary permissions from property owners (Consultant to determine most efficient approach). Compile information or records that private owners may provide. Note: owners may report flooding info, which can be noted, however they should be advised this is not a drainage study, rather a field data gathering task. City will provide information on known in the public storm drains (approximately 10 locations). Consultant will update GIS to correct these discrepancies. Field Survey Tasks: A. Conduct physical surveys of storm drain pipes located on public roads, using GPS/Field Maps at inlets and outlets. Verify pipe information in GIS. B. Conduct physical surveys of storm drain pipes located on private properties. Document the following information for each storm drain pipe: 1. Pipe Location: Using GPS, record the start and end points of the pipe, including any significant landmarks. 2. Pipe Length: Measure and document the total length of the pipe. 3. Pipe Size: Record the diameter or dimensions of the pipe 4. Pipe Material: Identify and document the material of the pipe (e.g., CMP, concrete, PVC). 5. Condition: Assess and describe the condition of the pipe visible at the inlet and outlets, noting any signs of wear, damage, or blockages. (CCTV is not in the scope of this project). If a collapsed or significantly compromised pipe condition is observed, this should be pointed out to the owner and documented. 6. As-Built Information: Document any available as-built drawings or records, and note if no as-built information is available. 7. Construction Date: Identify and record the year or period when the pipe was constructed, if known 8. Slope: Measure and document the slope or grade of the pipe, if applicable. 9. Features: Identify and record any additional features associated with the pipe (e.g., manholes, catch basins, junctions). If a pipe outlet does not connect to a creek or channel or significant erosion is noted, this should be pointed out to the owner and documented. 10.1s the pipe connected to other pipe. Data Integration: Compile field survey data and integrate it into the city's GIS database. Ensure that all newly collected data is accurately represented and linked to the existing GIS framework. City will then provide access to the program for consultant review to aid in preparation of a proposal. The City reserves the right to reject any or all technical proposals. Award: Successful firm will be required to participate in negotiations as to pricing, technical, or other revisions to their proposal. The method of Contractor Selection has not been Determined at this time.
