Summary The specifications or scope of work included have been prepared to describe the standard of quality, performance, and other characteristics needed to meet City requirements. The City will accept alternative proposals of a designated material, product, thing, "or equal", and will determine if such alternative proposals are satisfactory in meeting mandatory requirements or specification, and if the proposed alternative meets the intent of the original mandatory requirement. Contractor shall perform trail maintenance in the Palo Alto Baylands Preserve, the Pearson Arastradero Nature Preserve and in Foothills Nature Preserve. This includes furnishing all labor, equipment, supervision, transportation, tools, operating supplies, and incidentals to perform the work in accordance with the specifications and provisions of the contract. The Palo Alto Baylands trail system is approximately 10 miles of compacted dirt, crushed rock or oyster shells. The Foothills Nature Preserve trail system is 15.0 miles long and includes approximately 40 drainage dips. Pearson-Arastradero Nature Preserve trail system is 10.3 miles long and includes approximately 15 drainage dips and water bars. The work will consist of, but is not limited to (1) grooming existing trails, (2) reshaping existing drainage dips, (3) installing new drainage dips, water bars and culverts, (4) closing "outlaw trails" using earth berms and other methods as described below, and (5) seeding and mulching disturbed areas outside of the travelway, (6) brushing and limbing, (7) construction of replacement wooden foot bridges, and (8) spreading and compacting crushed rock and oyster shell on trail treads. The project manager will make the determination of trail tread material to be used at each site. Background The City of Palo Alto Community Service Department, Open Space, Parks and Golf Division and the City of Palo Alto Utilities Department seeks a request for proposal (RFP) for the repair and service roads within the Palo Alto Baylands, the Pearson-Arastradero Nature Preserve and the adjoining Foothills Nature Preserve. The principal intent of this project is to: Correct for improper slopes to improve access and reduce run-off soil erosion Make the existing trails safer by repairing ruts and removing hazards Make existing year round trails in Pearson-Arastradero Preserve all-weather by improved drainage and aggregate surfaces Establish appropriate drainage so that the trails are easy to maintain by the Park Rangers Eliminate inappropriately situated or renegade trails in the Pearson Arastradero Preserve Make the trails accommodating to visitors by trimming vegetation encroaching the trail corridor consistent with the "Foothills Park Trail Management Plan". LOCATION AND DESCRIPTION All work will take place at Foothills Nature Preserve, the adjoining Pearson Arastradero Nature Preserve and the Palo Alto Baylands in Palo Alto, Santa Clara County, California. Your bid/quote should include both a unit price for each component of the project, and a lump sum amount for the entire project. The project is for Fall 2024-Spring 2027. SECTION 1 ANNUAL MAINTENANCE IN PEARSON-ARASTRADERO & FOOTHILLS NATURE PRESERVES (Fall 2024- Spring 2027) Work designated as annual maintenance is to be performed twice a year for three years in the spring and fall of each year. Work includes grooming (all) existing trails, tread repair including clearing drain dips and water bars and brushing trail corridor to provide safe and clear passage. All work shall meet specifications in the 2001 Arastradero Preserve Trail Management Plan and the 2002Foothills Park Trails Maintenance Plan. SECTION 2 ON-CALL MAINTENANCE OF PEARSON-ARASTRADERO NATURE PRESERVE, BAYLANDS NATURE PRESERVE, AND FOOTHILLS NATURE PRESERVE (Fall 2024- Spring 2027) Work designated as on-call maintenance of Pearson-Arastradero Preserve , one time maintenance of Baylands Nature Preserve, and one time maintenance of Foothills Nature Preserve is intended to be completed over the three years of the contract. Contractor shall provide the City with a schedule covering all areas of responsibility specified in this agreement. The schedule will be submitted and agreed upon within 60 calendar days following award of this contract. This schedule and any changes, deletions, or additions therein, if approved by the City, shall become part of this agreement and shall be used both by the contractor and the City of Palo Alto for performance monitoring and contractor obligations. All written work authorizations must be signed off by Project Manager. SECTION 3 DAY RATE CSD OPEN SPACE ALL PRESERVES (Fall 2024- Spring 2027) Provide all labor, equipment, supervision, transportation, tools, operating supplies, and incidentals to perform the work as required and specified by the Community Services Department. All written work authorizations must be signed off by Project Manager. SECTION 4 DAY RATE UTILITIES DEPARTMENT (Fall 2024- Spring 2027 Provide all labor, equipment, supervision, transportation, tools, operating supplies, and incidentals to perform the work as required and specified by the Utilities Department. Including maintenance as required on utility access roads to existing water reservoirs and along existing utility corridors through the Pearson-Arastradero Nature Preserve and Foothills Nature Preserve. Also includes sites outside open space including but not limited to Hale Well and Mayfield Reservoir. The Utilities Department is requiring the following: Utilities Department will require before and after photos for Section 4 work. Utilities Department will require written authorization for all work for Section 4. Utilities Department will require itemized invoices for Section 4 work. All written work authorizations must be signed off by Project Manager, prior to any construction for Section 4. All work shall be accomplished within the period Monday through Saturday, between 7 a.m. to 5 p.m. excluding holidays. Work at other times and days of the week must be approved by the project manager. Environmental Hazards The work will be taking place in some back country areas of the preserves where exposure to stinging/biting insects and poison oak may be a possibility. The method of Contractor Selection has not been Determined at this time.
