The purpose of this Invitation to Bid is for Pierce County to secure the services of a professional and licensed Contractor to provide periodic maintenance, and repairs, to various county-owned generators. Work shall be performed in accordance with the product manufacturer's technical specifications. Work locations are throughout Pierce County. Pierce County owns generators at various locations including but not limited to Remann Hall, County Jail, County/City Building, Central Maintenance Facility, and the Chambers Creek Wastewater Treatment Plant. All work shall be performed by fully qualified technicians and licensed electricians (if applicable). All shall meet the highest of industry standards. The Successful Bidder will be expected to respond to a request for service/repair within 24 hours of a call for services. The Successful Bidder will be expected to respond on site to an emergency call within two hours of call. The County will not pay for travel time from vendor site to job site. Fuel surcharges are not allowed in this contract. Costs for travel, fuel, administrative time, taxes, insurance, bonds, background checks and other overhead costs should be included in the fully burdened rates. Scope of Work Work should follow industry best practices and include but not be limited to the following: GENERATOR: Conduct a visual inspection of the generator prior to operations to ensure it is free of any visible defects, including but not limited to: Frayed or loose wires Fuel or oil leaks Deformed or damaged cooling system hoses Condition of fan belts Inspect condition of fan belts Safety Inspection of surrounding area for conditions that may affect operations of the generator or result to any infractions such as leaks that may lead to surface water violations. Operate the generator, observe voltage variation for signs of random voltage variation, and adjust as necessary (load test to be performed annually). With unit operating, check operating frequency and adjust if necessary. Test operation of the engine control module, test over crank, over speed, low oil pressure, high engine temperature and coolant level shut down safety features (if so equipped). Check for phase balance, make recommendations to correct (if observed). Log ammeter readings on inspection report. Check alarm annunciator for proper operation. Clean and inspect voltage regulator, batteries, trickle charger and associated control cabinets. Conduct Resistive/Reactive Load Bank testing for all Emergency Generators listed. Generators will be tested annually to their name-rated plate power factor. The Contractor will maintain records of the KW produced and the KVA attained during load bank testing. Testing will be conducted in accordance with NFPA 110 requirements. Contractor will perform Post-Maintenance Inspection and Service as follows but not limited to: Ensure there are no fuel or cooling fluid leaks. The battery and cables are properly installed. The site is cleared of any items used during the servicing of the generator. All Panels are properly secured. Logbook Maintenance: The County will provide a logbook at each generator site. The Contractor is required to utilize the logbook following all generator maintenance and service work. The logbook shall detail all work performed and any observations made during the inspection and maintenance. The Contractor will immediately notify Pierce County of any deficiencies found that would prevent normal operation of generator within 24 hours. ENGINE: Change lubricating oil and filter annually or every 75 hours (whichever occurs first). Provide fuel and oil sample of analysis on annual servicing. Check air intake system and change air filters (if applicable) Change fuel filters and bleed fuel system. Check antifreeze concentration (D.C.A.) and provide sample analysis. Flush cooling system every 2 years and refill with new coolant. Check belt drive tension, adjust if necessary. Clean and check ignition system components. Check fuel shut down valve for proper operation, if so equipped. Monitor engine temperature and evaluate cooling system performance (during a loaded run if possible). Clean, inspect battery terminals and load testing of all batteries. Check operation of block heater and thermostat. Clean engine and surrounding area. Touch up paint as necessary. Inspect engine exhaust systems. Inspect coolant hoses/lines and fuel lines. Properly dispose of used coolant, oil, filters, antifreeze, and batteries. TRANSFER SWITCH: Clean and inspect interior of panel. Monitor operation of linear motor during power transfer, if possible. Check operation of exerciser clock and reset as designated by Pierce County. Carefully inspect all connections and wiring for signs of overheating or chafing, recommend work if necessary. Instruct Pierce County personnel in day-to-day upkeep of switch and general setting. Check calibration of time delays and adjust if necessary. Check calibration of optional control modules if installed. Tighten all lugs and bolts, etc. to torque specifications. LOAD BANK TESTING Test and inspect permanently mounted load bank systems per manufacturers recommendations and/or applicable NFPA 110 codes. Generators without permanently mounted load bank systems will be tested by contractor on an annual basis with equipment provided by the contractor and overseen by contractor provided ELO1 electrician. Any requirements for permits will be the responsibility of the contractor to obtain with local city/county/state officials as applicable. The Contractor will immediately notify the County of any deficiencies found that would prevent the normal operations of the generator. Contractor will submit a report of the entire inspection to the service contact person advising Pierce County of any further parts or work that appears to be needed.
