Site work for a communication facility in Indianola, Iowa. Completed plans call for site work for a communication facility.
The NOFA 7 PHASE #3 consists of two work divisions which are described as follows: Division 1: This work division consists of the installation of a fiber optic conduit network - (1) 1.5" conduit with tracer wire (tracer placed in conduits without traceable fiber), pull tape, fiber optic cable in some locations, vaults, test station, and fiber marker posts. The new conduit network consists of approximately 8,565 linear feet and an additional 9,580 linear feet (Alternate) of rural build. Conduit installation method will be up to the discretion of the contractor. The main build will be a FTTH extension on start at the intersection of Nevada and 113th Ave and head east down Nevada St and go north along Hwy 65/69 to 14330 Hwy 65/69. The Alternate build consists of lateral road crossings along Nevada and two other laterals: The first will start at the Nevada St and Hwy 65/69 intersection and go east down Nevada; then three more laterals from there, north up 130th Ave to 14921 130th Ave, south down 130th Ave to 15286 130th Ave, and east down Neveda to 131st south to Nevan Trl finishing at 13112 Nevan Trl. The second will start at Nevada St and Hwy 65/69 and go head south down Hwy 65/69 turning west down 128th Ave ending at 15510 18th Ave. Some of the build will be in existing easements. No fiber splicing or testing is involved in this bid. Division 1 and Division 1 Alternate work can start on October 15th, 2024, and must be completed by June 15th, 2025. Division 2: This work division consists of the installation of a fiber optic conduit network - (1) 1.5" conduit with tracer wire (tracer placed in conduits without traceable fiber), pull tape, fiber optic cable, vaults, test stations, and fiber marker posts. The new conduit network consists of approximately 18,703 linear feet and an additional 2,954 linear feet (Alternate), both which are rural builds. Conduit installation method will be up to the discretion of the contractor. The main build will be a FTTH extension that will start at the intersection of E 17th Ave and John St and continue south down HWY 65/69 then west down McKinley Trail ending at 12250 McKinley Trail. A lateral will start at the HWY 65/69 and McGregor St intersection and run east down McGregor St then north up 140th Ave to 13468 140th Ave. The Alternate build consists of multiple streets crossings on McGregor St, HWY 65/69, and laterals on Mckimber Trail and 140th Ave. Some of the build will be inside of existing in existing and proposed easements. No fiber splicing or testing is involved in this bid. Division 2 and Division 2 Alternate work must start on or after July 1st, 2025 and must be completed by December 31st, 2025. All bids shall be made on a form furnished by the Board of Trustees and shall be filed on or before the time specified above, in a sealed envelope addressed to the Board of Trustees Secretary of IMU, Indianola, Iowa, clearly stating that the envelope contains a bid on this project. Each proposal shall be accompanied by a bid bond, a cashier's or certified check drawn on an Iowa bank or a bank chartered under the laws of the United States in an amount equal to ten percent (10%) of the total amount of the bid. If a bid bond is submitted, it must be on the form provided with the contract documents. The successful bidder will be required to furnish a performance bond in the amount of one hundred percent (100%) of the contract price guaranteeing faithful performance of the contract and guaranteeing payment to all persons supplying labor, equipment and/or materials in the execution of the work provided for in the contract. Additionally the contractor must provide the Board with a guarantee of maintenance of said improvement in the form of surety for a period of twelve (12) months from the time of acceptance by the Board. Work on Division 1 shall commence within ten (10) calendar days of the written notice to proceed (will be on or after October 15th, 2024). Work on Division 2 shall commence within (10) calendar days for the written notice to proceed (will be on or after July 1st, 2025). The work shall be completed per the staging dates provided in the plans. Division 1 and Division 1 Alternate work installations of all conduit, vaults, fiber and locate system components shall be completed and proofed, and all punch list items completed and accepted by the Engineer, redlined construction sheets and as-builts submitted before June 15th, 2025. All restoration work must be completed by June 30th, 2025. Liquidated damages in the amount of one hundred and seventy-five dollars ($175) per day will be assessed for each day that the work remains uncompleted after the end of each contract period. Division 2 and Division 2 Alternate work installations of all conduit, vaults, fiber and locate system components shall be completed and proofed, and all punch list items completed and accepted by the Engineer, redlined construction sheets and as-builts submitted before December 31st, 2025. All restoration work must be completed by May 31st, 2026. Liquidated damages in the amount of one hundred and seventy-five dollars ($175) per day will be assessed for each day that the work remains uncompleted after the end of each contract period. The Board reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities. Estimate is $600,000-$800,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
