The Beaufort Soil and Water Conservation District is requesting quotes from experienced vendors that specialize in stream debris removal work. The scope of work and all other details and requirements are included within this Request for Proposals. Work will consist of the removal of stream debris, including beaver dams, which impede stream flow or navigation as determined by the Project Inspector. All trees and debris that have entered the stream as well as any tree leaning over the creek at 45 degrees or less shall be removed. No tree stumps should be removed from stream bank and no sediment should be removed from the stream. Loose stream debris and trees/logs should be removed and handled according to the Streamflow Rehabilitation Assistance Program Processing Recommendations. Any actions outside of these instructions will require additional permits and are not allowed. Any contractor not following these instructions will be terminated immediately. The Beaufort Soil and Water Conservation District reserves the right to reject any or all bids, waive any informality, and award contracts that appear to be in its best interest. The right is reserved to hold any or all proposals for a period of sixty (60) days from the bid opening thereof. The term of a contract awarded as a result of this Request for Proposals shall begin on October 7, 2024, with work to begin no later than October 21, 2024. Every effort should be exercised to complete the stream debris removal project and satisfactory inspection of same by December 16, 2024. Invoices may be submitted periodically as work progresses or no later than December 23, 2024. The Beaufort Soil and Water Conservation District reserves the right to reject any and all proposals, to waive minor irregularities in the evaluation process, and to request clarification of, or additional information, from any Proposer. The Beaufort Soil and Water Conservation District also reserves the right to further negotiate minor modifications with the successful Proposer upon completion of the evaluation process prior to the execution of a final contract. The Beaufort Soil and Water Conservation District is not obligated to enter into a contract on the basis of any proposal submitted in response to this document, is under no obligation to award this project to the Proposer having the lowest fee estimate, and reserves the right to award a contract deemed most advantageous for the Beaufort Soil and Water Conservation District. Prior to the final selection, Proposers may be required to submit additional information which the Beaufort Soil and Water Conservation District may deem necessary to further evaluate the Proposer's qualifications. Also, the proposer will be required to include a certified check in the amount of 10% of their bid. The Beaufort Soil and Water Conservation District does not discriminate on the basis of race, color, sex, age, national origin, religion, sexual orientation, marital status, genetic identification, political affiliation, or disability in matters affecting employment or in providing access to programs to employees or in the provisions of goods and services.
