a Roundabout at the Intersection of Last Chance Gulch and Helena Avenue The City Reserves the Right to Reject Any or All Soq Received, Waive Informalities, Postpone the Award of the Contract for a Period Not to Exceed Ninety (90) Days, and Accept the Soq That Best Benefits the City. The scope of work for the project includes: A. Review the City's Last Chance Gulch 5-Pt Feasibility Study and Pre-Design Report B. Design a single-lane modern roundabout that will tie into the existing street system at the project 5-Pt intersection. a. Roundabout design should use best design practices. i. See the 2023 NCHRP Research Report 1043 - Guide for Roundabouts paying particular attention to chapters 9 through 13. b. Plans should account for the following considerations: i. Use City provided topographic survey along with the conceptual design from the Feasibility Study to create preliminary and final design and specifications. ii. Roundabout design must fit inside existing right-of-way limits. iii. Increase pedestrian safety in crosswalks by including adequate pedestrian refuge through raised splitter islands. iv. Stormwater management with inlet re-location within project footprint. C. Design a compact roundabout or comparable intersection control for the intersection of 11 th Avenue and Cruse Avenue, taking into account the above-mentioned feasibility study and the closure of 11 th Avenue between Cruse Avenue and Last Chance Gulch. D. Produce contract bidding documents based on the City's project manual template. a. Bid documents include construction plans, specifications and any special provisions required to bid and build the project. b. Produce an engineer's opinion of probable construction costs. E. Administer the bidding process: a. Assist the City in advertising for bids b. Maintain the plan holder's list and manage the Quest bidding platform c. Administer the pre-bid conference d. Issue addenda as appropriate to clarify, correct, or change the issued documents e. Address contractor questions during the bidding process f. Attend the bid opening g. Prepare bid tabulations h. Prepare recommendation of award to the City i. Prepare the notice of award and coordinate necessary signatures. The City anticipates an accelerated design timeline, around six (6) months, once an agreement with the selected firm is executed.
