Renovation of a medical facility in Tappahannock, Virginia. Completed plans call for the renovation of a medical facility.

Middle Peninsula-Northern Neck Behavioral Health is seeking a qualified contractor to remove and replace a rooftop HVAC system at Essex Counseling Center, 330 Hospital Rd, Tappahannock VA 22560. The counseling center is a 15,632 SF one-story building which was constructed in 2003. It is primarily composed of office space, break rooms, meeting rooms, and bathrooms for commercial use. The current Roof Top Unit (RTU) is original to the construction of the building -- a 45-Ton Rooftop Unit -- McQuay Model # RDT045CSY, Serial # FB0U030200849 02 (vintage 2003). This is a DX Unit (with R22 refrigerant). It is equipped with 2-stage filtration, MERV-8 pleated filters and MERV-11 (65%) box filters. The RTU is the primary source of air-conditioning, while the (29) subsystems are Series Fan-Powered Terminal Boxes with Electric Reheat (with an exception of EX TB-1-18, which serves Electric Room/Common Supply 127). Of the (29) Terminal Boxes, only five (5) are new, leaving twenty-four (24) that are original to the building when it was first constructed in 2003. The Building Automation Control System (BAS) is original to the facility and is an Alerton platform. See Attachment E for full description of the requested scope of work. The award will be made to the lowest, responsive, responsible bidder as applicable. All inquiries about the bids should be directed to Holly Kruse at 804-384-6830 HVAC ROOFTOP UNIT REPLACEMENT REQUIREMENTS a. Contractor will be responsible for all engineering/design of system related to installation of new equipment necessary to ensure safe and effective operation and compliance with existing building codes requirements. a. This includes correct roof top curbs. b. Supplied unit must have Economizer Control and Dampers installed from the factory. b. Contractor responsible for obtaining all required permits, licenses, and inspections to satisfy all building code requirements. c. Contractor responsible for all electrical connections and proper connection to existing fire suppression, alarm, and monitoring equipment. d. Contractor responsible for any structural or roof repair required, needed, or caused by installation. e. Contractor responsible for all material, equipment, accessories, labor, including crane work and rigging. f. Any equipment stored must be located in a bonded warehouse. g. If awarded the project the contractor must provide a Certificate of Insurance for liability with MPNNBH specifically named. h. There is no brand or proprietary requirement for the RTU equipment. i. Any proposed Controls/BAS system should be open sourced equipment. j. As an optional line item of the bid, contractor shall provide a two-year maintenance agreement for the RTU and existing HVAC system. 2. HVAC Scope of Work to Provide the Following: Replace RTU-1 at 330 Hospital Drive in Tappahannock for Properties Inc. a. Remove existing McQuay RTU (Serial: FB0U030200849 02) and any other components that will be replaced with new RTU. b. Install one (1) new rooftop unit that meets or exceeds existing HVAC requirements of the building and existing system. c. Reconnect all electrical services, duct work, condensate line, and other components necessary for effective operation. d. Provide Factory/Manufacturer Authorized Start-Up of system and check for proper operation. e. Contractor responsible for disposal of the old unit and all old equipment. 3. Controls Scope of Work to Provide the Following: a. Provide and install new BMS/BAS controller to monitor and control all HVAC systems. b. Integrate HVAC equipment with new controller. c. Provide customer training. 4. TAB Scope of Work to Provide the Following: a. Perform test of existing RTU to form baseline for new. b. Perform test and balance of new RTU at the roof level. c. Provide report to customer *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.Between $200,000 to $300,000.
