The owner has determined a prequalified list of construction managers. Construction Manager at Risk for the Construction of the Sheriff's Office Swift Water Training Facility for the Office of the County Engineer. Questions Due Date: Sep 13th 2024, 4:00 PM CDT ***Pre-bid meeting: Attendance is not mandatory, and all vendors should attend to have a better understanding of the requirements of this Request for Qualifications (RFQ). Harris County intends to procure a CMAR, in compliance with TEX. GOVT CODE ANN. 2267.251, et. seq, as amended, to assume the risk as general contractor and provide consultation to Harris County during and after the design. The proposed project consists of an approximately 9,500 sf pre-engineered metal building (PEMB) with limited site improvements to 1731 Hugh Road in Harris County. The facility will include a 40 x 80x 6 above ground indoor training tank proposed to be procured as specialized equipment consisting of a bolted metal tank walls, welded floor, catwalk, and access ports as required for maintenance as well as a 5-ton overhead hoist system supported by the metal building system to allow placement of vehicles in the tank, a classroom/multi-purpose room, lockers, restrooms, storage, mezzanine and covered exterior area. In addition, the CMAR must comply with Texas Government Code (GC) 2258, Prevailing Wage Rates. Accordingly, GC 2258 requires the CMAR to submit a certified payroll record and compensate any worker employed on a public works project not less than as applicable. The Harris County Wage Rates Schedule will be provided prior to the advertised bidding phase. As well, GC 2253.021, Performance and Payment Bonds, requires the CMAR to provide a payment bond on public works jobs that exceed $25,000, and a performance bond on public works jobs that exceed $100,000. Architect of Record (Architect) for this project is PGAL, Inc. The total estimated construction budget for the above effort is $7,000,000. The estimated time of construction is twelve (12) months. All work to be designed in accordance with applicable building codes, Harris County regulations and criteria including property covenants and restrictions. The Architect and the CMAR will contract separately with Harris County; these parties will be the nucleus of the project team so teamwork will be the fundamental ingredient in the relationship between the parties. Harris County will manage the overall development process. During pre-construction, the CMAR will develop pricing, value engineering recommendations, and constructability recommendations. At the end of the design development phase, the CMAR, with the support and assistance of Harris County, will commit to a Guaranteed Maximum Price (GMP) for all construction. Construction will commence once the total design documents are finalized. The CMAR shall competitively bid all construction subcontracts and other work appropriate for competitive bidding as directed by Texas State Statute. Qualified parties must be able to demonstrate the expertise necessary to perform all portions of the work required by this RFQ and be familiar with the applicable statutes and regulations under which CMAR services are provided to local governments in the State of Texas. The firms key personnel must demonstrate substantial experience with projects similar in scope and type to the one described in this RFQ including expertise in scheduling and cost control, collaborating and coordinating with the activities of design professionals and scheduling and coordinating activities of trade contractors and subcontractors. SCOPE OF WORK DURING PHASES OF PROJECT CONSTRUCTION The following is a listing of, but not limited to, services to be provided by the CMAR: 1. Design and pre-construction phase: a. Regularly attend meetings with Harris County prior to construction and consult with Harris County regarding selection of systems and equipment. b. Develop a major task-based bar schedule. c. Develop a provisional construction project manager schedule indicating methods and sequencing of construction. Include time requirements for sequences and durations, milestones dates for receipt and approval of pertinent information, preparation and processing of shop drawings and samples, delivery schedule of materials or equipment requiring long-lead time procurement, project procurement schedule, and installation and construction completion. This includes the periodic updates of project schedule for review and Harris County approval. d. Develop requirements for safety, quality assurance/control, and schedule adherence. e. Review plans and schedules for phased construction and make recommendations to Harris County regarding the phased issuance of the drawings and specifications to facilitate phased construction where such phasing is appropriate. f. Perform a constructability review of the construction documents. g. Perform maintainability review of the construction documents. h. Provide detailed construction cost estimates, to achieve the Harris County budget. i. Provide analysis of different construction methods in each major trade group for potential quality, cost and schedule enhancements
