As of October 23, 2024, work is expected to start at the beginning of 2025. The City of Bellevue Transportation Department (City) solicits interest from consulting firms with expertise in civil, structural, and environmental engineering design. This agreement is anticipated to begin in September, 2024 and will be for approximately 18 months in duration with the option for the City to extend it for additional time and money if necessary. Consultants will be considered for the Real-time Traffic Signal Safety Intervention (RTSSI) Project Project Description The Real-Time Traffic Signal Safety Interventions Project will test the use of intelligent sensors, video analytics, deep learning and edge computing to detect risks for vulnerable road users and immediately adjust traffic signals. This project is seeking professional services to support and coordinate the advancement of the technologies proposed in the grant. This project includes vendor and staff coordination, vendor evaluation, stakeholder engagement, system assessment and validation, quarterly reporting and system performance monitoring. The consultant selected for this project will serve as an extension of city staff to fulfill the delivery of the solution proposed the City of Bellevue's Grant proposal. The City reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Technical Qualifications The selected Consultant team is required to have the following qualifications. Qualifications must be addressed in submittal requirements. o Consultant Project Manager must possess a Professional Engineer license in the State of Washington, and verifiable experience successfully delivering projects similar in magnitude and complexity. o Ability to provide high quality deliverables, meet required deadlines, and adhere to project budget. o Strong knowledge and expertise in project control including Earned Value reporting. o Expertise and experience in the requested specialty services for these projects, as listed in Attachment "A" - Scope of Work of the full RFQ document. o Strong knowledge of City of Bellevue traffic signal system and capabilities. o Strong knowledge in traffic signal system technologies and emerging developments in the traffic signal and traffic sensor industry. o Strong knowledge in traffic signal system performance monitoring and data evaluation. o Strong understanding of machine learning technologies, edge computing technologies, systems testing and systems integration for traffic signal systems. o Strong knowledge and expertise in public outreach and public involvement. o Demonstrated experience in supporting grant efforts in an "extension of staff resources" role.
