The intent of the Citywide Energy and Infrastructure Modernization Roadmap is to identify, design, and arrange potential financing of a large-scale, comprehensive energy system improvement, smart building infrastructure, and operational efficiency project under California Government Code 4217. The City intends to work with a single ESCO through all three (3) projected phases of the Citywide Roadmap project: Project Investigation/Audit Phase: Preparation of an energy resources audit, including the identification of prospective energy efficiency improvements and renewable and zero carbon energy generation projects. Project Development Phase: Design of such energy efficiency improvements and renewable energy generation projects based on the findings of said energy resources audit. The ESCO will deliver engineering designs, engineering cost estimates to implement each proposed project, and financial analysis including the Guaranteed Maximum Price ("GMP") and return on investment calculations ("ROI"), of the proposed energy infrastructure projects. The City may at its sole discretion approve or reject the proposed project(s) and/or project elements. Future Implementation/Construction Phase Upon determination by the City that the proposed project(s) financial analysis are feasible and desirable, the implementation and construction phase shall begin. The selected Contractor shall provide a complete set of system data sheets, and as-built plans following project completion. The contractor will be responsible for all building and planning permits and related fees to construct the project(s). The City may, at its sole discretion, solicit a separate request for proposal for implementation/construction project(s), in whole or in part. Although the full scope of work will be negotiated in a Consulting Agreement ("Agreement") which is attached to this RFP as Exhibit A and incorporated by this reference, the ESCO will be expected to fulfill, at a minimum, the services and technical requirements described in the negotiated Scope of Services. The selected ESCO is expected to be responsible for all tasks and steps associated with delivering projects and fulfilling the objectives of this RFP. The City will consider any and all relevant energy conservation measures proposed. Additionally, the City has the right to select any or all of the proposed measures. Further, the City of Watsonville reserves the right to reject recommended project improvements and upgrades, in whole or in part.
