By a 3-2 vote, commissioners approved hiring THK Associates to assist with drafting and releasing a request for quote, better known as an RFQ, for a master plan. Commissioners Dianne Anderson and Luis Sanchez voted against the motion to hire the Colorado-based firm. Sanchez said during the meeting that he voted against the motion to "keep in continuity with his previous votes." Commissioner Scott Ramsey said the hiring of THK Associates was a benefit to the county. "I think this company will help guide us through this process," he said during the meeting. The next planning step for a new municipal golf course is to find a landscape architect. A design will come directly from the landscape architect, county officials told commissioners. At the commissioners' Aug. 20 meeting, Dan Conway of THK Associates presented the results of a golf course feasibility study, which proposes that the new golf facility be a part of the larger 234-acre parcel that is also the potential location for a new county jail and a possible water treatment plant. The site sits at the northwest corner of county roads 1140 and 110, located about 5 miles from the city of Midland and less than 2 miles southeast of Interstate 20. The feasibility study said the proposed golf course could sit on a 175-acre, L-shapred parcel at the site. The county jail is earmarked for 40 acres, and the water treatment plant is 20 acres. THK said the golf course provides 27 holes of regulation golf, as well as additional support buildings and amenities. The estimated cost of an 18-hole course ranges from $12 million to $18 million, while a 27-hole golf course carries a price tag of about $20 million. Advertisement Article continues below this ad "This (cost) can vary depending on the makeup of the native soils, the availability of materials, and the overall design specification," the feasibility study said. "Irrigation will be the most expensive component, likely equating to between $4 million to $5 million for 18 holes or $6 million to $7 million for 27 holes." THK's golf course feasibility study projected $4.1 million in annual revenue by the third year. While the study surveyed a four-county area, it also estimated the population of the Permian Basin to grow from 383,000 to 450,000 by 2034. If built, the golf course would be the second municipal course in Midland County. The city of Midland owns and operates Hogan Park Golf Course. The property is the future site of the new Midland High School, which is tied to the passage of the 2023 school bond. They say MISD can’t go through with its plan to convert the Ranchland Hills property, which it bought in early 2019, as the site of the new Midland High School because the property itself is not zoned for educational purposes and because of noncompliance with Midland stormwater management code. In it, the district argues that the plaintiffs have not pleaded for a waiver of the district’s governmental immunity and that the court lacks jurisdiction over their claims. “Absent such a waiver, a trial court does not have subject matter jurisdiction over a suit against a governmental body,” the response says. MISD pleads and asserts that the plaintiffs’ claims: Are barred by governmental immunity; That the plaintiffs lack standing to pursue their claims against the district; That no action by the district has resulted in any physical appropriation of the plaintiffs property, resulted in damage to their property or has interfered with their use and enjoyment of their properties; and That the plaintiffs’ claims for damages on their precluded by the “community-damage rule.” Advertisement Article continues below this ad The city had not filed its response as of late afternoon Monday, according to case records. The next hearing is set for Oct. 21 in the 441st District Court. The Reporter-Telegram has learned that Judge William Sowder of Lubbock is presiding over the case.
