Notice is hereby given that sealed bids will be received by the Lake Area Improvement Corporation (LAIC) for construction of Early Learning Center located in Madison, SD. Constructing a 15,578 SF Early Learning Center facility with an Activity Center. The Early Learning Center facility includes a concrete slab-on-grade with foundations, wood framing with wood roof trusses, steel roofing and siding, spray -foam ceiling insulation, batt wall insulation, drywall, tiling, acoustical ceilings, flooring, and painting. The Activity Center includes structural steel frame with steel roof decking, EPDM roofing with insulation, steel siding, batt wall insulation, drywall, flooring, and painting. The site includes retaining walls, an asphalt parking lot, and other site improvements. All structures are to be built on a site in Madison, which is currently a baseball field. Upon request, in accordance with South Dakota Codified Law 5-18B-1, one copy of electronic or paper Plans and Specifications shall be furnished, without charge, to each Prime Contractor resident in South Dakota who intends, in good faith, to submit a bid to the LAIC. Additionally, if a paper copy is provided under the conditions of SDCL 5-18B-1, in consideration of the documents being provided at no charge, unsuccessful bidders agree to return the documents to the office of Mills Construction, at the address listed above, within thirty (30) days after the bid opening. The low responsive bidder will be required to certify the following: Build America Buy America and related acts provisions apply to this project. All provisions relative to those acts must be met. Davis-Bacon and related acts provisions apply to this project. All provisions relative to those acts must be met. Davis Bacon wage rates must be used. All contractors must be registered in SAM (System for Award Management). It is the Bidder s responsibility to ensure any subcontractors are not on the debarred contractors list. Bidders must comply with the requirements of Public Law 115-232, Section 889, Prohibition of Certain Telecommunications and Video Surveillance Services or Equipment. Payment for all work shall be in cash based on monthly estimates. Bids may not be withdrawn after the time fixed for opening them. The Owner reserves the right to reject any and all bids, and to waive any irregularities therein.
