Site work and renovation of a civil project in Newark, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The City of Newark invites informal bids for the Pump Replacement and Filtration Installation at Lakeshore Park, Project 1211, City of Newark, Alameda County, California. Contractor to furnish and install all labor, materials, equipment, and services to perform and complete the work for the pump replacement and filtration installation at Lakeshore Park as per the Project Specifications. Contractor shall furnish and install a new replacement turbine pump, pump head base, discharge head, bearings, column pipe, shafting, pump bowl, suction basket; motor; 6" check valve, including plumbing, hardware, bolts, gaskets; and an automatic self-cleaning filter system, on the new pump with filter control panel located at Lakeshore Park. The scope of work includes the removal and replacement of a turbine pump, electrical motor, and 6" check valve, along with laying out new plumbing, welding, laying out and designing the filtration system, saw cutting and removal of asphalt concrete or concrete, excavation, trenching, installation of underground conduit, electrical panel connections, pressure testing, pre-installation pump data testing, crane truck services, pathway closure, barricades, and other related items of work, services, or supplies as needed to safely furnish, deliver, place, dispose of, and complete these improvements, including travel expenses Engineer's Estimated Cost: $120,000 The Contractor shall possess a valid Class A or C-61/D-21 and C-10 California Contractors license at the time bids are opened. A City of Newark business license is required prior to start of project. The successful Bidder shall furnish a 100% Performance Bond and a 100% Payment Bond as described in the Instructions to Bidders. Items of work in conjunction with this project are included in the Bid (Proposal) Form. Bids are required for the entire work described herein. A bidder's bond is NOT required for this project. For a bid to be considered responsive to this informal invitation to bid, the Contractor shall have a minimum of ten (10) years of experience in the design, furnishing and installation of pump systems; qualified to identify and work in confined spaces and adhere to the latest Occupational Safety and Health Administration (OSHA) standards and requirements for working in confined spaces; and shall meet the minimum qualifications as detailed in the Instruction to Bidders. Documentation of mandatory qualifications shall be made in the section entitled "Bidder's Statement of Financial Responsibility, Technical Ability, And Experience" included in the bid proposal forms. The Contractor and Subcontractors shall be required to pay the general prevailing rates of wages to all workers in the execution of this contract. In addition, as of July 1, 2014, all contractors bidding on this project are required to register with the Department of Industrial Relations (DIR) and to pay the required annual fee. Under California Labor Code section 1771.1, as amended by SB 854, unless registered with the DIR, a contractor may not bid, nor be listed as a subcontractor, for any bid proposal submitted for public work on or after March 1, 2015 Information regarding obtaining Instructions to Bidders, Specifications, Project Location Map, Photos, As-Built Plans, Existing Equipment Data and Manual, Bid (Proposal) Form, sample Public Works Contract is available by emailing Ms. Helen Gordon at helen.gordon@newarkca.gov. A 5% retention of the total contract payment(s) is required and will be released after formal acceptance of work and 35 days have elapsed after being recorded. The City of Newark hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and women owned business enterprises will be afforded full opportunity to submit proposals in response to this informal invitation and will not be discriminated against on the grounds of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, genetic information, maritalstatus ,sex, gender, gender identity, gender expression, age, sexual orientation, including a perception that the person has any of those characteristics or that the person is associated with a person who has, or is perceived to have, any of those characteristics in consideration for an award. The City reserves the right to reject any or all bids and to waive any minor informalities, irregularities, and/or bid non-responsiveness that does not influence the competitive nature of the bid. The City Manager will award the project, if it is awarded, to the lowest responsible bidder, as determined by the Total Bid.
