Demolition and site work for a mixed-use development in Moulton, Alabama. Completed plans call for the demolition of a detention facility; and for site work for a detention facility.
Scope of Work: The project includes complete Demolition of the three-level-plus partial basement Courthouse Annex #2 and the existing freestanding three-level Jail building. Demolition to include buildings, foundations, adjoining steps, site walls, ramps, concrete and asphalt paving, utilities, and salvage of some items. Scope of Work will also include new water, storm, and sanitary work in addition to capping of some utilities. The existing building adjoining the north wall of the courthouse adjoins the courthouse construction. Since no existing drawings are available, the north wall demolition will be a repeated process of limited wall demolition to verify the existing conditions before proceeding. Adjoining existing buildings to the north and south are to remain operational at all times. The remaining south facade at the building to the north is to be repaired and receive a new finished veneer included in Allowance #1. Civil scope includes infill of building footprints following demolition, limited site grading as required for a new gravel parking lot and site modifications as indicated on Civil drawings. Work includes owner-requested salvaging of all swinging cell doors with bars and exterior spiral stair. See asbestos surveys and abatement specifications. Martin & Cobey Construction Co., Inc. will act as CM, and Owner's Representative, Kelly Howard, will be on-site contact. Drawings and Project Manual will be open to public inspection beginning Tuesday, September 4, 2024, at the offices of the Lawrence County Annex #3; Martin & Cobey Construction, Inc. at 520 Lawrence Street, Moulton, Alabama; CMH Architects, Inc. Bidders must call the Owner and Architect's office at least 24 hours in advance to arrange a time to review the documents. These documents cannot be removed from the Owner's or Architect's office, nor will any copies of these documents be provided to bidders. All bidders must submit three (3) copies of their bids on proposal forms furnished by the Architect or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975 and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The successful bidder must provide evidence of enrollment in the E-Verify program per The Alabama Immigration Law (also referred to as "Act 2011-535" and codified in state law as Title 31, Chapter 13 of the Code of Alabama 1975) and amended by Act No. 2012-491 (2012) before awarding of contract. The Owner reserves the right to reject any or all of the proposals and to waive technical errors if, in the Owner's judgement, the best interest of the Owner will thereby be promoted. Performance time: The project is a single-phase project and is to be completed within 120 calendar days from Notice to Proceed. Liquidated damages apply to this project per the Supplementary Conditions.
