The NW Johnson and NW Kearney Street: NW 9th Ave to NW Broadway LID Local Improvement District (LID) Project (Johnson/Kearney Project) is a Portland Bureau of Transportation (PBOT) project that will construct new streets in NW Portland at the site of the former United States Postal Service (USPS) site. Improvements include grading, drainage, paving, striping, signing, illumination, signals, roadside development, and landscaping. The Johnson/Kearney Project will construct the extension of two streets (Johnson and Kearney Streets) and a portion of NW Park Avenue on the former United States Postal Service site ("USPS site") in NW Portland, and make modifications to NW 9th Avenue, NW Johnson (between NW 9th Avenue and NW 10th Avenue) and adjacent intersections. These transportation improvements are associated with redevelopment of the USPS site, which is owned by the City of Portland and part of the larger Broadway Corridor redevelopment effort led by Prosper Portland, the City of Portland's economic development agency. The deadline for submitting such questions/clarifications is seven (7) days prior to the proposal due date. An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the RFP if a substantive clarification is in order. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The City of Portland Bureau of Transportation (PBOT) is seeking proposals from qualified firms, teams or contractors, hereafter called "Proposer(s)," with demonstrated experience in construction of street improvements (grading, striping, signing, signals and roadside development), and proposes to engage the successful Proposer for the following services: Preconstruction Submittals: 1. Submit preconstruction submittals according to City of Portland Standard Specifications 2020 and Project Special Provisions outlined in Exhibit B. Construction Services: 1. Construct improvements outlined in Exhibit A - Contract Plans and in accordance with requirements outlined in Exhibit B - Special Provisions. 2. Implementation and management of plans developed during Preconstruction Submittal Phase (Construction Staging, Schedule, Traffic Control and Contaminated Media Plan) Improvements shall consist of those items of work listed in the Proposal and as shown on the accompanying Plans. The Contractor shall perform all labor, and furnish all materials, equipment and incidentals required to make each item complete. Work shall include, but not be limited to: 1. Construct, maintain, and remove temporary work zone traffic control measures. 2. Construct, maintain, and remove erosion control measures. 3. Perform all removal of structures and obstruction, clearing and grubbing, and earthwork operations. 4. Construct drainage system including water quality facilities, sewer pipes, maintenance holes and inlets. 5. Construct roadway improvements including cold planing, aggregate base, ACP wearing surfaces, concrete curb and sidewalks. 6. Place pavement markings and striping. 7. Install signing. 8. Install illumination. 9. Install traffic signals & OCS Pole. 10. Roadside development including seeding, planting, fencing, mailboxes and irrigation. 11. Install water main, vaults, hydrants and corrosion control.
