Site work for a stadium in Surprise, Arizona. Completed plans call for site work for a stadium.

Background The intent of this ongoing project is to replace the original build irrigation mainline and associated components. The project will consist of installing new mainline, gate valves, hydrometers, and adding 2-wire path with new TORO DXiTM smart water controllers (or City approved equal). All new equipment will be established outside of each playing field. New mainline will connect to existing laterals. There are a total of twelve (12) baseball fields. Four (4) fields have already been completed in April/May of 2024. The City intends to complete the remaining eight (8) fields over the next two (2) years. Due to the complexity of scheduling within the complex, this project must adhere to strict timelines. The dates of availability are non-negotiable. Kansas City Royal's Fields 3, 4, 5, and 6 Work is to begin on March 31, 2025, and must be complete no later than May 20, 2025. Texas Ranger's Fields 3, 4, 5, and 6 Work is to begin on March 30, 2026, and must be complete no later than May 20, 2026. The City shall not be held responsible for any oral instructions or formal documentation of any information exchange during a pre-proposal meeting. Any changes to this Request for Qualifications will be in the form of a published addendum. All technical questions regarding this Request for Qualifications must be submitted in writing via e-mail. If scheduled, the date and time of this conference will be indicated on the timeline in the Introduction section of this solicitation. The purpose of this conference will be to clarify the contents of this Request for Qualifications in order to prevent any misunderstanding of the City's position. Any doubt as to the requirements of this Request for Qualifications or any apparent omission or discrepancy should be presented to the City. The City will then determine if any action is necessary and may issue a written addendum to the Request for Qualifications. Oral statements or instructions will not constitute an addendum to this Request for Qualifications. Project Overview The City of Surprise ("City") seeks a qualified Contractor to perform Construction Manager at Risk services which shall entail the provision of planning, design and construction administration services related to the City's contemplated improvements and upgrades to the irrigation system. The services required under this solicitation include, but may not be limited to the following: Base mapping, record drawing preparation and irrigation related site study. Irrigation Master Plan development and cost estimates for said improvements. Bidding administration and corresponding contractor recommendations. Private locating and Blue Staking of all construction related areas, construction administration and quality control means. Irrigation record drawings, central GIS mapping, hydraulic tree, central programming and project closeout documentation services as may be necessary. Scope of Work The CMAR services will be performed in two phases. Phase I, will include the pre-construction services, preparation and submission of the Guaranteed Maximum Price (GMP), and procurement of any long lead items. Phase II, will include complete construction services for the construction of the Project. After being selected, the CMAR will execute a contract with Surprise to provide pre-construction services during the design phase of the project as follows: o CMAR will be a part of the Project Design Team and will participate in the Project Review and consult with Surprise staff and the Project team during Project development. o CMAR will provide value analysis services, value engineering, and offer cost savings suggestions and best value recommendations. o CMAR will provide Project planning and scheduling. o CMAR will provide constructability studies and reviews. o CMAR will assist in the coordination of Contract Documents. o At the completion of the design or at any earlier time as required by Surprise, CMAR will submit a Construction Guaranteed Maximum Price (GMP) to Surprise. o The CMAR may also be requested to provide Construction Cost Estimates based on marketplace conditions. After CMAR has submitted a Pre-Construction Guaranteed Maximum Price acceptable to Surprise, CMAR and Surprise intend to execute a second contract for complete construction services for the construction of the project. The CMAR will assume the risk of delivering the Project through a guaranteed maximum price contract. The CMAR will be responsible for construction means and methods. The City of Surprise has engaged Lloyd Engineering to complete the design. Key Anticipated Consultant Tasks The key tasks anticipated to be carried out by the Consultant, include, but may not be limited to: 1. Task 1 - Meeting with the Surprise Stadium Field Maintenance Manager and CIP Department Staff and Field Visits The Consultant shall meet with City staff to discuss the project and the City's needs, and to view the existing facilities at the Surprise Stadium Baseball Field. 2. Task 2 - Developing timeline and budget projections i. Construction Specifications: Having reviewed the RFQu documents and discussed the project with City staff, the Consultant shall use the City's Standard Terms & Conditions to create a set of construction specifications for the project. ii. Cost Estimate: The Consultant shall prepare a construction cost estimate for the proposed improvements. 3. Task 3 - Bid and Construction Support i. Bid Support: The Consultant shall attend be responsible for subcontracting contractors. The Consultant will be expected to attend all meetings to address any technical questions raised by prospective contractors and provide support in the preparation of any addenda documents, as necessary to clarify the bid documents. ii. Construction Support: The Consultant will be asked to provide hourly rates that can be used on a time and materials basis for construction support. Support would include, but not be limited to, review of construction submittals (if any), design/technical assistance with unforeseen field conditions encountered during construction, field directives, and review of any contractor cost proposals, etc. Additional Specifications The City's existing control systems is TOROTM. The scope of work and specifications define the quality and characteristics of the desired materials and application. The specifications are not intended to be exclusive or to restrict competition. Offerors may offer alternate solutions, including alternate manufacturers, which meet the quality and performance characteristics in the specifications. City shall review such proposal and be the final judge on the acceptance of any alternate solutions. Question Deadline 09/13/2024 at 5:00 PM MT
