As of September 19, 2025, an engineer has been selected, and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Professional Consulting Services For Membrane Water Treatment Plant Scope of work shall be inclusive of all disciplines and components required for a fully operational facility. These disciplines include but are not limited to process mechanical, civil, landscape, architectural, structural, plumbing, HVAC, electrical, hydrogeologic, geotechnical, instrumentation and controls, physical and cyber security. The scope of the work shall incorporate the necessary infrastructure to facilitate a stabilized blending of membrane water with lime softened water, as an initial operating approach. Fullscale 100% membrane softened water production shall be available from the WTP by fourth quarter-2031. The existing Lime-Softening Plant shall be decommissioned thereafter. The scope of work included in this Feasibility Study includes: Review Existing Water Quality and Treatment Facilities This task includes collecting and reviewing current data on the plants raw water source, the current South Florida Water Management District (SFWMD) Water Use Permit (WUP), raw water quality and quantity, historical water production, water system regulations, and the existing treatment facilities. Develop Design Criteria This task includes establishing the design criteria for the finished water quality, current and future demand scenarios, current and future regulatory requirements, potential emerging contaminants, primary and emergency power requirements, building design criteria, plant capacity, and potential blending scenarios. Identify Regulatory Permit Requirements This task consists of identifying all applicable regulatory requirements and permits. Evaluate Existing Treatment Processes This task includes evaluating existing treatment systems against the design criteria. It also includes addressing the ability to meet future scenarios and issues along with alternative raw water sources (i.e., Floridan aquifer). Identify Proposed Process Components and Facilities This task includes preparing a proposed facility process flow diagram, identifying all proposed major process components, identifying existing facilities that will remain, and evaluating the use of energy-recovery devices. Evaluate Alternative Treatment Process This task includes evaluating an alternative membrane softening process to meet the design criteria. It includes describing the finished water quality of the proposed membrane process, addressing blending scenarios, addressing the ability to meet future issues, and addressing the ability to add an alternate raw water source (i.e., Floridan aquifer).
