1 The Town of Holyrood had three water studies completed in 2014, 2018, and 2020. The 2014 study is a basic study of the Towns flows and population. The 2018 study further refined flows and demands, rationalized storage, and developed the concepts of the regional system connection in two phases. The 2020 study focused on the steps required to develop a new surface water source and cost parameters. However, there are gaps in the previous work which need to be completed prior to the design and construction of a new water treatment plant and water supply infrastructure. This project consists of a study to: .1 Update the long-term water quantity requirement and compare against current sustainable yield, including available sustainable yields provided by other feasible water sources. .2 Investigate the feasibility of developing the North Arm River as a surface water source including: .1 Complete provincial environmental assessment registration on the proposed water source on behalf of the Town of Holyrood, and federal impact assessment. No work can proceed on this potential surface water source until it has been released from the environmental assessment process, and approved by provincial and federal governments. .2 The capacity of surface water treatment should be fully developed based on future maximum day demand and the treatment system should be developed beyond a concept level to include intake style, site plans, building footprint, process considerations, residuals handling, power supply, and treated water transmission. The surface water option should be developed in capital, operating, and lifecycle costs. 4 Investigate the feasibility of a regional water connection with neighbouring communities. .5 The impact of any water source change should consider risks to water quality and distribution system corrosion, including the need for further field testing and the need for creating dedicated distribution system zones with different supplies and how treated water storage would work for each zone. .6 Provide a report with further investigation into the Town's proposed surface water source, current and potentially expanded groundwater well system, and a regional water connection. The report should provide a review of the sources, supply, and treatment, and consolidate work completed through the previous studies while updating relevant data and requirements. The focus is to build on details from the previous work to better outline long-term planning where relevant comparisons of viable lifecycle costs can be made. .7 The final assessment report should be a direct lifecycle comparison of each viable long-term option for supply, treatment, and distribution that takes into account changes to existing supplies either in complete replacement or as supplement to existing.
