The Township of Abington (hereinafter "Township" or "Public Body") is seeking proposals from qualified consultants to provide professional, administrative, technical and other related services for the Abington Homeowner Occupied Rehabilitation Program and related community development projects including inspecting properties, providing rehabilitation specifications with cost estimates, inspecting contractor work and reviewing invoices. Work performed will be under the Township's Owner-Occupied Rehabilitation Program. Funding for this program is provided by the Community Development Block Grant Program (CDBG) from the U.S. Department of Housing and Urban Development. Additional funding may be provided by a grant from the Pennsylvania Department of Community and Economic Development under the federally-funded HOME Investment Partnership Program (HOME). The anticipated start date is November 1, 2024. The term is for a three (3-year period, subject to annual appropriation, with the option for two (2) potential renewal(s) at the same fixed rates The Consultant will be responsible for consulting services including: 1) Inspecting eligible properties to determine violations of local code and/or HUD's Housing Quality Standards (HQS). Each property will be tested for lead-based paint. The consultant will be responsible for ordering tests and for reviewing reports. The consultant will prepare specifications to abate any lead paint and any other identified hazardous materials. 2) Preparation of bidding specifications with cost estimates for each property. It is expected that the rehab costs will average $75,000 per property and that there would be 8-10 properties per program year. 3) The consultant will complete a historic review as required by HUD and in compliance with the format of the PA State Historic Preservation Office (SHPO) including photographing each property. 4) Each bid package will be submitted to the Township of Abington's Department of Community Development and reviewed by the homeowner with the assistance of the consultant. In conjunction with the homeowner, the consultant will analyze bids and recommend contract awards. 5) The consultant will prepare all contracts and the required lien documents. The consultant will review these documents with the homeowner. 6) The consultant will have a pre-construction meeting as necessary and will inspect all work. Inspections would be on a weekly basis or a pre-determined schedule depending on the renovations. 7) The consultant will review any change orders and settle disputes between homeowners and contractors. 8) The consultant will make a final inspection and review with the homeowner the final project approval documents including warranties for work. 9) The consultant will review all payment requests with the homeowner and authorize payments to contractors. 10) The contractor will maintain a list of qualified contractors on behalf of the Township including current insurance certificates and state licenses. 11) The consultant will assist in the recruitment of certified lead paint abatement contractors and outreach for other new contractors especially for qualified minority and local contractors. Selection of any Respondent and execution of a contract is dependent on approval in accordance with applicable Township ordinances and policies, the approval of the Respondent's Section 3 Action Plan, and the Township's receipt of any required Certificates of Insurance and applicable endorsements and other required documentation. The following criteria, in order of importance, will be used to select the consultant for this project: 1.Knowledge and understanding of HUD's HQS and local building codes. 2.Qualifications, certifications, and previous experience in managing a housing rehabilitation program, housing rehabilitation projects and other construction programs. 3.Cost of services. 4.Capacity of Respondent to complete services in a timely manner. 5.The number of hours of service to be provided for each task in terms of adequacy and efficiency. 6.MBE, WBE or SERB designation. The method of Contractor Selection has not been Determined at this time.
