This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The work is to be performed in San Francisco, California. The Engineer's Estimate is $9,900,000. The City may award the contract to the responsible Bidder that submits the lowest responsive Bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of online Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 15.00%. The LBE subcontracting requirement can only be met with online certified San Francisco Micro and Small-LBEs. The LBE subcontractor participation requirement for this Contract is 15.00%. The LBE sub requirement is set at under 20% in consideration of the estimated amount of specialized cured-in-place lining of existing main sewers (1,300 linear feet) is approximately 12% of the total estimated main sewer pipeline work of (7,032 linear feet). SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with online in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on online Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Small and Micro-LBE certified subcontracting firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco.
