The City of Waynesboro (a.k.a. "City", or "Owner") is seeking bids from qualified pavement crack sealing Contractors (a.k.a. "Bidder", "Vendor", or "Company") for the supervision, labor, and materials required to seal cracks on City streets in accordance with the attachment Appendix "A" Crack Seal List. All Companies submitting bids shall abide by all applicable State and Federal laws and be licensed in the Commonwealth of Virginia to provide the goods and services requested herein. The City does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against a Bidder because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status or any other basis prohibited by state law relating to discrimination in employment. Such a request shall be in writing and explain why an exception should be made in this IFB. Questions regarding the method of procurement shall be emailed to: Mr. Jim Bisbee, Supervisor of Procurement and Risk Management E-mail: BisbeeJG@ci.waynesboro.va.us Questions related to the requirements of the scope of services shall be emailed to: Mr. David Key, Senior General Supervisor, Streets E-mail: KeyDB@ci.waynesboro.va.us Scope of Work: It is the intention of the City of Waynesboro to obtain contracted services to apply pavement crack sealant on up to 20.5 miles of roadway within the City limits. Road segment lengths and widths provided in Appendix A (see attachment). First year contract work to be completed by December 1, 2024. Annual Pavement Crack Sealing Description: The work consists of furnishing all traffic control, labor, equipment, and materials necessary to perform all operations in connection with the cleaning and sealing of random cracks in bituminous concrete pavements, including vegetation removal and sterilization of cracks. Material: Crack sealant shall be a hot-applied, asphalt-based product used to seal cracks and joints in asphalt pavements. Crack sealant must meet all Virginia Department of Transportation Special Provisions for Sealing Cracks in Asphalt Concrete Surfaces SP315-000200-00 and AASHTO specifications. Workmanship: All workmanship shall be of the highest quality, and any excess or spilled sealant shall be removed from the pavement by approved methods and discarded. Any workmanship determined to be below the high standards of the craft will not be accepted and will be corrected and/or replaced at no additional cost. Maintenance of Traffic: The Contractor shall set up (establish) work zones and manage (control) traffic in accordance with the VDOT 2020 Road and Bridge Specifications, the latest edition of the Virginia Work Area Protection Manual, the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD). It shall be the responsibility of the contractor to furnish, erect, install or employ, and maintain all traffic control devices. The work zone shall be limited the area necessary to perform the work that can be accomplished in a single shift. Traffic Control including flaggers shall be considered incidental to the work and will not be counted as a pay item. Road closures and openings: Road closures and openings - it shall be the responsibility of the contractor to notify City Emergency Operations Center (non-emergency) at 540-942-6701. Flaggers: Flaggers shall be included in the unit cost of crack sealing. The Contractor shall have no less than one flagger each at the beginning and ending of each work site. The Contractor shall also have flaggers at all roadway intersections within the work site, as required by the VWAPM. Radio communications shall be used between flaggers unless all flaggers have clear, unobstructed line of sight with each other at all times. Notification of Residents: Notification of residents shall be the responsibility of the contractor and shall be given at a minimum of 48 hours prior to treatment and a maximum of 72 hours prior to treatment. This shall be done by placing door hangers on affected homes and placing cones with no parking signs with dates and times. The Contractor shall visually inspect the construction site each day after the placement of "No Parking" signs to ensure they are still in place. Any damaged or missing signs shall be promptly replaced. All "No Parking" signs shall be removed and disposed of by the Contractor upon completion of the work. This item is Annual Pavement Crack Sealing considered incidental and will not be considered a pay item. Door hangers and No Parking signs may be supplied by the City upon request. Work hours: Crack Sealing operations are limited to between the hours of 7AM and 7PM. Exception: Operations hours on urban primary arterials (see Appendix "A" attachment - Functional classification) limited to between 8AM and 4PM. Preparation of Cracks: a) Debris and Vegetation Removal: All cracks shall be blown clean and sterilized by use of a propane air torch generating 2,000F and 3,000' feet/second velocity to eliminate all vegetation, dirt, moisture, and seeds. All debris from the cracks shall be removed. b) General: No crack sealant material shall be applied in wet cracks or where frost, snow or ice is present; or when the ambient temperature is below 25F. Placement of Sealant: a) Bituminous Crack Sealing - shall be performed by the contractor on cracks greater than 1/4 " in width according to the Virginia Department of Transportation Special Provisions for Sealing Cracks in Asphalt Concrete Surfaces SP315-000200-00. Measurement shall be verified by City staff and payment shall be made by the pound. The unit price per pound shall include the cost of labor, equipment and traffic control necessary to complete the work. b) Sealant shall be delivered to the pavement cracks through a high-pressure hose line and applicator shoe. Diameter of the applicator shoe is not to exceed 3.5" inches. Once the pavement cracks are sealed, the width of the sealant on the pavement (over banding) shall be no greater than 3" inches. When traffic requires immediate use of the roadway, a liquid crack sealant barrier material or a boiler slag aggregate shall be broadcast over the cracks to prevent the sealant from being picked up by vehicular traffic at no additional cost to the City of Waynesboro. Adjacent Surfaces: The contractor shall take provisions to protect adjacent surfaces from discoloration and be responsible for cleaning discoloration that occurs. The contractor shall clean each manhole, valve box, monument box, etc. of sealant material including removal and replacement of lid. Add or Delete for Budget: The City or its designated representative reserves the right to add/delete street segments at will to stay within City budgetary limits. Payment: Measurement and payment will be only for those items listed in the Bid Form. All other associated and required work will be considered incidental to the specific bid item. Crack sealing payment shall be made per mile and measurements will be field verified by City staff. Annual Pavement Crack Sealing Warranty: Contractor shall provide a one-year warranty against defects. Specifically, delamination or material failure. In the event of delamination or material failure, the contractor will be responsible for making repairs in a manner satisfactory to the City. The City will hold the contractor's performance bond for one year from the time of completion in order to enforce this warranty.
