Proposals to create a 2024 Master Flood Erosion and Erosion Coantrol Plan for the Town of Fairfield, CT. Fairfield is a coastal community with a population of 61,000 residents and roughly 21, 000 residential houses. Approximately 15% of the towns' residential housing sits in a flood plain which, in Super Storm Sandy, acted as a bowl that trapped flood waters for 4 days. The town has conceptual plans for a pump station that would be designed to quickly drain a portion of this "basin" in the event of future such storms. In 2018, and in 2021 due to these intense rain events, several neighborhoods in the Rooster River watershed experienced severe flooding. The town also experiences pluvial/stormwater flooding in the downtown area, in underpasses under the railroad tracks; and increasingly sees sunny day flooding along shoreline roads. Despite its size, Fairfield still has a small town feel and values its historical heritage as well as its significant natural resources. The town would like to maintain its economic tax base, guide development to reflect a more resilient future and protect its natural resources for generations to come. The Bid Bond Furnished, as Bid Security, Must Be Duly Executed by the Bidder as Principal. It Must Be in the Amount Equal to Five Percent (5%) Of the Total Estimated Bid, as Guarantee That, in Case the Contract is Awarded to the Bidder, the Bidder Will, Within Ten Days Thereafter, Execute Such Contract and Furnish a Performance Bond and Payment Bond. The successful bidder, within seven (7) business days after notification of award, will be required to furnish Performance and Labor and Material Bond provided by a company authorized to issue such bonds in the State of Connecticut, or Certified Check or properly executed Irrevocable Letter of Credit equal to a hundred per cent (100%) of the award. Small businesses may elect to obtain an irrevocable letter of credit or cashier's check in lieu of the Bid Bond. Such surety must also be in an amount equal to at least five percent (5%) of the total estimated bid. The method of Contractor Selection has not been Determined at this time.
