Site work, paving and renovation of a mixed-use development in Phoenix, Arizona. Completed plans call for site work for a playground / park / athletic field; for the renovation of a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

North Mountain Park is an existing park set in the Phoenix Mountains Preserve. It is a very popular park that serves as a trailhead for hikers and walkers while also providing some more traditional park amenities like picnic areas and a playground. Renovation of North Mountain Park includes a new restroom, ramadas, roadways, parking lots, removal of excess pavement areas, restoration of Sonoran Desert landscape, construction of new trails and an interactive nature-based playground. Infrastructure upgrades are also needed to update the electrical service, establish sewer connection and upgrade water distribution throughout. The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the North Mountain Park Renovation project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. Scope of Work The Construction Manager at Risk will begin with the firm in an agency support role for preconstruction services. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. The CMAR may also compete to selfperform limited amounts of work. The GMP must b submitted in MAG or CSI format or it will not be accepted. A. Preconstruction phase services by the CMAR may include the following: o provide detailed cost estimating and knowledge of marketplace conditions o provide project planning and scheduling o provide for construction phasing and scheduling that will minimize interruption to City operations o provide alternate systems evaluations and constructability studies o advise City on ways to gain efficiency in project delivery o provide long-lead procurement studies and initiate procurement of long-lead items o assist in the permitting processes o participate with the City in a process to set a goal for local and SBE participation and implement the local and SBE process o protect the City's sensitivity to quality, safety, and environmental factorsadvise City on choosing green building materials B. Construction phase services by the CMAR may include: o construct the North Mountain Park o select subcontractors/suppliers for this project o prepare a Guaranteed Maximum Price (GMP) proposal that meets the approval of the City o coordinate with various City of Phoenix departments, other agencies, utility companies,etc. o arrange for procurement of materials and equipment o schedule and manage site operations o bid, award, and manage all construction related contracts while meeting City bid requirements including the local and SBE participation goal o provide quality controls o bond and insure the construction o address all federal, state and local permitting requirements o maintain a safe work site for all project participants OPENGOV ID NO: PA75200612 The 37-acre North Mountain Park project includes park development based on a Master Plan that is currently in process of being developed into Construction Drawings. The project will include, but not limited to: o new restrooms o new ramadas and refurbishing some of the existing ramadas o new parking and roadway network, including adjustment of the intersection entering the park from 7 th St o new pedestrian circulation and gathering areas o new playground area o new water,sewer and electrical utilities o water and drainage management o lighting o new wayfinding and interpretive signage o new irrigation system and plantings, and vegetation restoration of disturbed areas
