Site work and paving for a sidewalk / parking lot in Castle Rock, Washington. Conceptual plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The City of Castle Rock (City) solicits interest from consulting firms with expertise in Surveying, Civil, Structural and Electrical Engineering Design of public infrastructure improvements. The Agreement for this project will be for approximately 18 months in duration from February, 2025 through July, 2026 with the option for the City to supplement the Agreement for additional PE Phase work and for future RW and CN phase consulting services. The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Consultants will be considered for the following project: Project Description Work to be performed by the selected Consultant will consist of preparing preliminary engineering design for two (2) federally funded projects in Castle Rock, Washington. The City of Castle Rock requests one (1) Statement of Qualifications from Consultants that outlines qualifications that apply to all project sites. The selected Consultant will be expected to enter into a Local Agency A&E Professional Services (Cost Plus Fixed Fee) Consultant Agreement. The Scope of Services to be provided includes separate site specific packages with the intent to advertise the projects together, but tracked individually. Scope of Work A) Improvements to the Six Rivers Regional Trail System (SRRTS) Phase 2 corridor through Castle Rock, Washington along Huntington Avenue near Lion's Pride Park. Proposed improvements include design of: 1) Provide pedestrian pathway lights along the City's Riverfront Trail (an identified section of the SRRTS); 2) Install asphalt path to connect Lion's Pride Park to Huntington Avenue on the west side of the street; and 3) a pedestrian crossing (which could include a traffic island) near the intersection of Huntington Avenue and Larsen Lane SW. B) City Wide Pedestrian Improvements Project in Castle Rock, Washington which will provide the following improvements: 1) Install mounted barrier lights along with wiring and conduit from an existing power source on SR 411 Bridge (PH-10) across the Cowlitz River to the west side. 2) Updating school zone lights and adding speed read out display equipment. 3) Construction of bulb-outs at key intersections where pedestrian activity is high and visibility of pedestrians is needed. 4) Installing pedestrian crossing improvements at the intersection of A Street SW (SR 411) and Huntington Avenue South. 5) Construction of a sidewalk section to fill a missing gap from A Street SW to Cowlitz Street along Huntington Avenue South (SR 411). Each of these projects has a 0% DBE goal in the PE phase. These projects are funded by the Washington State Department of Transportation (WSDOT) utilizing federal pass through funds from the Federal Highway Administration (FHWA). Professional and technical requirements for these projects will require surveying, civil, structural and electrical engineering. A topographic survey of the project corridors will be required to be performed by the consultant. Deliverables expectations for each of the two projects will include, but not limited to; 30% design concept drawings, 50% and 90% design drawings, construction contract documents including technical specifications and an opinion of total construction costs; 100% complete, bid-ready, printable design drawing and construction contract documents and a final opinion of total construction costs suitable for the City's use in advertising for construction bids and issuing the documents to prospective bidders. Final bid-ready deliverables will be reviewed and approved by the City and by WSDOT. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of Proposed Project Manager 2) Qualifications/Expertise of Firm on similar projects 3) Ability to meet schedule on similar projects 4) Approach to project 5) Familiarity with WSDOT/FHWA standards 6) Past Performance/References Consultant SOQs will be evaluated by The City of Castle Rock's review panel for accuracy, clarity, readability, and concise information along with consultant suggestions/comments for Castle Rock included scope of work, PS&E timeline, environmental outline, and other potential project complications. The submitting Consultants will be required to put any requested cost proposals or elements of cost in a concealed format and separate from technical/qualifications proposals, since these shall not be considered in the evaluation, ranking, and selection phase Interviews Following evaluation of the SOQs, the highest-ranking firms will be invited to participate in an interview process. The Castle Rock Public Works will schedule interviews with the project manager provided in the SOQ. Additional interview information shall be provided at the time of the invitation. The intent of the interviews is to help clarify and verify information provided in the SOQ, and to give the City's selection committee an opportunity to learn more about the consulting firm's available relevant experience and expertise. Submittal Submittals should include the following information: Firm name, phone and fax numbers; email address of proposed project manager; Name of Principal-in-Charge and Project Manager; and the name, role and number of staff in each firm proposed to work on the project. The following schedule has been established for the submission and evaluation of the SOQs and selection of the Consultant.
