This Request for Qualifications (“RFQ”) is issued by His Majesty the King in right of the Province of British Columbia as represented by the Minister of Transportation and Infrastructure (the “Province”). The purpose of this RFQ is to invite interested parties to indicate their interest in, and their qualifications for, the Highway 11 Interchange Project (the “Project”). Through the process described in this RFQ, the Province anticipates identifying up to three Respondents to be invited to participate in the next phase of the Competitive Selection Process, the Request for Proposals (“RFP”) phase. The purpose of the Competitive Selection Process is to identify a qualified entity (“DesignBuilder”) with whom the Province may enter into a contract (the “Design-Build Agreement”) to design and construct the Project. The contract value is estimated to be in the range of $400 to $600 million. The Province is committed to upgrading Highway 1 through the Fraser Valley Highway 1 Corridor Improvement Program (the “Program”). Phase 1 of the Program was completed in 2019 with the extension of the High-Occupancy Vehicle (“HOV”)/ Electric Vehicle (“EV”) lane system between 202nd Street to 216th Street. Phase 2 of the Program – 216th Street to 264th Street is currently under construction and anticipated to be complete by 2026, and Phase 3A of the Program – 264th Street to Mt. Lehman Road - is anticipated to be complete by 2028. The Province intends to continue improvements through Phase 3B of the Program which includes 10 km of integrated highway improvements from Mt. Lehman Road to Highway 11. The Project represents significant investment in Highway 1 improvements and supports provincial plans and regional strategies, sustainability objectives and economic development. These strategies include provincial priorities such as meeting the objectives of CleanBC, supporting industry, and reconciliation with First Nations. This RFQ is for the portion of Phase 3B consisting of the Project, as described in Section 1.5 below; the balance of Phase 3B will be tendered separately. Project Description The Project includes the following elements: a) Replacement of the interchange at Highway 11 and Highway 1 to accommodate the widened highway and increased traffic volumes and, to improve safety. b) Replacement of the overpass carrying Highway 1 over Riverside Road, Canadian Pacific Kansas City (“CPKC”) railway and Southern Railway of BC (“SRY”). c) Widening of 2.1 km of Highway 1 from McKenzie Road to just east of the Highway 11 Interchange including both HOV/EV and bus on shoulder lanes in both directions and a truck climbing lane westbound. d) Upgrades to intersections at Highway 11/Marshall Road and Highway 11/Delair Road. e) New truck parking. f) Improved active transportation connections, including new multi-use paths, sidewalks and bike lanes.
