Site work and paving for a mixed-use development in Arlington Heights, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The project is proposed as a 3.4 mile, 10' wide, east-west shared-use path throughout the northern Arlington Heights area, connecting the Palatine Trail to the Prospect Heights Bike Path and providing community access to apartments, shops, and parks along the path. This proposed trail has been identified as a high priority project by the Bicycle and Pedestrian Advisory Commission and is in the adopted Village of Arlington Heights Bicycle and Pedestrian Plan (2017), which can be viewed online, as well as in CMAP's Regional Greenway and Trails Plan, which can be viewed online. Conceptually, the shared-use path is proposed to follow existing Commonwealth Edison online right-of-way (ROW) corridor and begins just east of E Sanborn Trail at its crossing with the Palatine Trail. The path then follows the online ROW across IL 53, crosses Rand Rd at its intersection with Hintz Rd, crosses Arlington Heights Rd, and three neighborhood streets at a mid-block crossing. The path continues along the ComEd ROW, crossing Windsor Dr, where a spur will connect to Lake Arlington's path, and crosses Schoenbeck Rd, heading south to connect with the Prospect Heights Bike Path. This project is the recipient of the Community Project Funding Grant FY24. The grant is solely for the Phase 1 Preliminary Engineering inclusive of the right-of-way/easement negotiations and acquisitions which is estimated to cost around $600,000 with the grant covering up to $480,000. Continued pursuit of grant funding for Phase II and Phase III by the selected consultant is included -2- in the scope of services. o The Consultant shall perform all work required by the contract under the direction of a Professional Engineer registered in the State of Illinois. o The work shall be performed in strict accordance with the policies and procedures of the Village of Arlington Heights (Village) and the Illinois Department of Transportation (IDOT) o The selected Consultant will be required to assist in the coordination of the project on behalf of the Village, and all other project stakeholders. o The selected Consultant must attend, with Village staff, all appropriate meetings with other agencies involved to ensure appropriate project coordination. o Attend and document agency coordination meetings based on the number of meetings recommended by the Consultant. o Right-of-way acquisition negotiations, including necessary work related to temporary and/or permanent easements. o Review the conceptual design presented in the 2017 Village Bicycle and Pedestrian Plan and confirm the project scope with Village staff; Complete any necessary Phase 1 items required for the Project Development Report such as environmental clearances, data collection, ESR report, crash analysis, traffic analysis, intersection design studies, geometric study, drainage study, IL 53 Bridge crossing analysis, and easement requirements. The Consultant must include any necessary resubmittals or coordination necessary to extend the design approval timeframe or environmental clearances if required by any/all jurisdictional agencies. o Utility Coordination o Identify and pursue grant funding opportunities for Phase II and Phase III C/CE. o Provide survey information for Phase II and provide any supplemental survey deemed necessary by the Consultant. o Preparation of Phase II Preliminary and Final contract plans in accordance with the PDR to include Plans, Specifications and Estimates (PS&E), Pavement Design and Geometrics, Drainage Design, Maintenance of Traffic, Erosion Control, Landscape Enhancements, and Estimates of Construction Cost and Time. o Prepare a project summary for one Village Board meeting and one neighborhood informational meeting for each Phase of the project. Conduct a formal presentation of the findings and recommendations and design along with the construction costs and implementation schedule. Visuals may be needed for possible group discussion. o Prepare, submit and obtain approval for all required permits. o Provide Phase III construction engineering services. o Attend IDOT Preconstruction meeting. o Quality Control/Quality Assurance and Constructability Reviews.
