The items listed below are included in regular maintenance. Bids shall be based on performing items 1-6 every 14 days for the months of April through October and once a month November through March. The first maintenance shall be completed by the 14th day of the month and the second by the 28 of month, April through October. The maintenance shall be completed by the 14th of the month November through March. 3.1. Turf Maintenance: Debris that would detract from the finished appearance of the cut or that would present a hazard shall be removed prior to cutting. All turf areas to property lines shall be mowed each visit for service to an approximate mowing height of 2-1/2 inches as required to maintain neat, attractive, and healthy conditions. All mowing equipment shall have sharp cutting edges for clean cuts. Grass cutting is to be accomplished free of scalping. Use of cutting equipment which is out of adjustment thereby causing streaks or irregularities, uneven cutting, plowing, or gouging of soil shall not be permitted. After mowing, the grass shall have a uniform height. Grass clippings shall uniformly be distributed over the mowed area. Excess and visible grass clippings shall be removed to prevent matting, clumping, or piling up. The final mowing/raking pattern shall present a neat appearance. Grass areas close or adjacent to buildings, hydrants, parking lots, manholes, fences, trees, hedges/shrubs, holding ponds, etc. are included in the mowing requirements. Edging/trimming around these objects shall be accomplished to match the height and appearance of surrounding mowed grass. Trees and shrubs which are damaged by mowing operation will be the responsibility of the contractor should replacement be required, at no expense to the owner. The trimming/edging operations shall be considered part of grass cutting and shall be accomplished concurrently (same day) with grass cutting operations. Grass cutting will not be considered complete until all trimming/edging operations are complete. 3.2 Edging: All turf adjacent to walkways, driveways, curbs, trees, shrubs and other landscape beds shall be power edged periodically to assure a crisp, clean edge. No chemical defoliants or herbicides (ie., "Round Up") will be used as an "edger" in these areas. 3.3 Weeding: All landscaped areas and all concrete and rock areas shall be kept weed free by hand pulling. The contractor shall not spray any herbicides on any city property unless approved by the city designee in writing and shall never spray at Water Well or Tank sites. Contractor assumes the responsibility of maintaining the proper license as required by the State of Florida for chemicals. 3.4 Pruning: Small trees (under 15ft), vines and shrubs shall be pruned to promote natural, healthy, uniform growth. Shrubs shall not be clipped into boxed or balled forms unless such is required by the landscape design. All Shrubs and trees will need to be trimmed so that they do not grow into the fence. Clippings will be removed, and beds left neat and orderly. 3.5 Blowing/Sweeping: - Parking areas, rock beds, driveways, sidewalks, and street curbs shall be blown or swept free of grass clippings, leaves and dirt after each mowing visit. The grass clippings are not to be blown into city streets. 3.6 Debris Control: -As previously mentioned in section II (1. Turf Maintenance), all areas will be inspected during each visit to remove paper, bottles, trash and "normal" amounts of sticks and limbs that fall between visits. Unusual amounts of debris that results from severe weather, such as hurricanes, hailstones, snow/ice storms, tornadoes, and thunderstorms with wind exceeding 50mph, may require additional charges for labor and hauling. In these rare cases, approval from the owner must be obtained prior to debris removal. 3.7 Mulching: This does not apply to Water Well or Tank sites. All landscape areas shall be mulched with pine straw, or an alternate type of mulch based on the City's designee's request, twice (2-times) per year once in November and once in May, with enough to maintain a thickness of 2-1/2 to 3 inches. Mulched areas include all shrubs beds and tree circles. Do not allow mulch to build up at the base of trees and shrubs. The contractor is to provide all materials and labor for this program, cost of which shall be included in the price quoted in this contract. The owner will decide which months the mulching will be done. 3.8 All vendors must visit the sites with a city representative to go over the area to be maintained and specifications before submitting a bid. To have all vendors visit the sites together, a prearranged time and date will be stated in Section 3.16 of this Bid Document. In general, the City will expect all the property to be maintained to the street, both sides of the corner lots, on the access roads to the sites, the road and to the property line shall be cut. The vendor performing the work will be required to keep the city informed of its work schedule, so work can be inspected when completed. The vendor will be required to give an invoice after the work is performed at all sites each time the grass is cut. Please give a cost per cutting at each location in your bid. All interested prime bidders attending the above-required meetings MUST sign-in, as proof of attendance. b. Bids shall be rejected if submitted by prime bidders that do not attend the above- required meetings and sign attendance. c. Bidders are cautioned that in no event shall failure to familiarize themselves with the requirements of this solicitation or to resolve ambiguous or inconsistent terms or conditions of this solicitation or proposed contract constitute grounds for a claim of any kind after contract award. bidder with our option to use the second lowest bidder if the low bidder is unable to perform the work for any reason.
