Site work, paving and renovation of a civil project in Grinnell, Iowa. Completed plans call for the renovation of a road / highway; for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.
The Project includes the following Work: Construction of a new water treatment plant building, approximately 11,380 square feet, to house new water treatment equipment including membrane treatment equipment, vertical turbine pumps, chemical feed equipment, induced draft aerator, and other ancillary equipment; Construction of a new 300,000 gallon prestressed concrete tank. Installation of a standby generator and associated electrical and SCADA controls; Site improvements including water main piping, storm sewer piping, sanitary sewer piping, and site paving; Well site improvements at existing Well 7, Well 8, and Well 9, including electrical upgrades and fiber optic communication installations from the water treatment plant to Well 7, Well 8, and Well 9; new fiber optic communication installation from the water treatment plant to the south water tower. Decommissioning and removal of equipment from existing water treatment plant and demolition of existing water treatment plant; All other work as required by the contract documents. The Work shall be performed at 703 Broad St, Grinnell, Iowa 50112. The Owner will meet in the Council Chambers at City Hall, 520 4th Avenue, Grinnell, Iowa on the 4th day of November, 2024, at 7:00 P.M., at which time and place a hearing will be held on the proposed plans and specifications, form of contract and estimate of cost for the Project. Any interested party may appear to be heard. All bids must be filed in the office of the City Clerk before the time herein set on forms furnished by the Owner, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by bid security as defined in Iowa Code Section 26.8, and in the amount of 5% of the total amount of the bid, as specified in the Bidding Documents, as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and Certificate of Insurance. The successful Bidder will be required to furnish Performance and Payment Bonds acceptable to the Owner on forms provided in the specifications in amounts equal to one hundred percent (100%) of the contract price. Work on the improvement shall commence any time after written Notice to Proceed is issued. The construction site is currently occupied by the Well 10 project of the Owner. On-site work will have an early start date of February 28, 2025, and a late start date of April 4, 2025, following the completion of the Well 10 project. The Notice to Proceed will be issued upon approval of the contract and bonds by the City Council. The work includes a project milestone, indicated in Paragraph 4.04 of the Agreement, to be completed by April 1, 2026. The work shall be substantially completed on or before December 15, 2026, and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before June 1, 2027. Failure to meet either the Substantial Completion date or Final Completion date will result in liquidated damages of $1,500.00 per calendar day. To the extent allowed by Federal law and regulation, and to the extent required by Iowa law, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected. The Owner hereby reserves the right to reject any or all bids, to waive informalities and irregularities, and to enter into such contract or contracts as it shall deem to be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. The Issuing Office for the Bidding Documents is: McClure Engineering Company 2229 E Grantview Ln, Suite 2 Coralville, IA 52241 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00-12:30, 1:30-4:00, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund of the deposited amount for documents returned in reusable condition within the time limit indicated above. Make deposit checks for Bidding Documents payable to McClure Engineering Company. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
