Renovation of a municipal facility in Marysville, California. Completed plans call for the renovation of a municipal facility.
Amendment and Cancellation: The City reserves the right to amend, cancel, or reissue this bid at any time and at its sole discretion. Any amendment shall be in writing and posted to the City's website. A potential Bidder is solely responsible for either contacting the City to receive or checking the City website for notifications and shall be solely responsible for complying with such notifications. Connection of units to existing gas and electrical service and existing sheet metal ductwork where possible. Replacement of flexible, insulated ductwork as needed. Remove, replace, and or repaint all exposed duct work to open space and provide efficiency (preferably remove on the city hall side). Provision of all refrigeration and condensate piping as required. Provision and installation of new Wi-Fi-enabled programmable thermostats for all units. Ensure all new equipment meets or exceeds the 2012 International Energy Conservation Code. Replace bird netting to protect the units. Replace all necessary RTU. Relocate mini systems to improve efficiency. Relocate line sets and electrical conduits that lead to a Unistrut rack mount system. Re-run the line sets to make a more efficient system, or possibly plan to move units or put line sets and electrical conduits on Unistrut rack system. Remove any abandoned electrical lines and or conduits. City Hall Building: Removal and disposal of existing roofing material, such as (Insulation and vapor retarder, and all associated metal flashings, gutters and accessories). Inspection of the roof deck for any damage or deterioration and necessary repairs, repair all dry rot locations. Complete the installation of Sure-Weld 60-mil thick reinforced TPO (Thermoplastic Polyolefin) membrane Adhered Roofing System (or City approved equivalent), including underlayment, new roofing insulation, install new walking pads, replacement and addition of any gutters, drains and leaders. Paint walls with Elastomeric Paint to prevent water intrusion and protect the area that won't be covered after flashing is raised up. Install new flashing and raise as high up the walls of the roof to cover the parapet walls. Ensure compliance with all relevant building codes and regulations. Cleanup and removal of debris upon project completion. Any additional work deemed necessary for the successful completion of the project. The contractor will be required to coordinate with the HVAC installation contractor to ensure proper sequencing of work. After completing roofing but prior to acceptance, perform the following test for water tightness. Remove abandoned curbs. Remove and replace the stairs and sleepers as necessary. Bid Security: Each proposal must be accompanied by a Bid Security in the form of a cashier's check, certified check, or Bid bond executed on the prescribed form, in an amount not less than ten percent (10%) of the total Bid price payable to the City of Marysville. Award of Contract 9/25/24 Project construction cost estimate (Base Bid Total - City Hall): $175,000 Completion of Work: All work shall be completed within (60) working days from the date designated on the Notice to Proceed. Removal and disposal of existing HVAC units (see Attachment 3) at City Hall, including recovery of any existing refrigerant. Installation of new systems with sufficient heating/cooling capacities per direction in Attachment 3 (Detailed Inventory) with equipment from Carrier, Bryant, or City approved equivalent. Bonds: The successful Bidder will be required to furnish a payment bond in an amount equal to one hundred percent (100%) of the Contract price, and a faithful performance bond in an amount equal to one hundred percent (100%) of the Contract price. Questions: Project-specific questions and RFI's must be submitted via email to tony@4jcon.com. All contractor or equal materials shall be submitted with the questions. The City will post responses to Bidder questions on the City website and email to the bidders on the bidders list. Question Deadline 09/13/2024 at 5:00 PM PT The award shall be made to the lowest Bidder (for the base bid - City Hall) whose proposal complies with the specified requirements. The award of the Contract will be made by the Marysville City Council, and the Contractor shall execute the Contract within ten (10) days after it has received the Contract from the City. The City reserves the right to waive any irregularity in the proposals. No Bid may be withdrawn for a period of sixty (60) days after the opening of bids. Rejection of Bids: The City reserves the right, at its sole discretion, to reject any and all Proposals, no matter their level of responsiveness, or to cancel this RFQP in its entirety. A Bidder must comply with all of the terms and instruction of this RFQP, and all applicable state and local laws and regulations. Any Bidder that does not meet the requirements or qualifications of this RFQP may be considered to be nonresponsive or not responsible and rejected. A Bidder may not restrict the rights of the City or otherwise qualify a Proposal. If a Bidder does so, the City may determine the Proposal is a nonresponsive counteroffer, and the Proposal may be rejected. The City reserves the right, at its sole discretion, to waive variances in a Proposal, provided such action is in the best interest of the City. Where the City waives variances in a Proposal, such waiver does not modify the RFQP requirements or excuse the Bidder from full compliance with the RFQP. Notwithstanding any variance, the City may hold any Bidder to strict compliance with the RFQP
