Scope 1. Model future traffic flow patterns for the 10-year and 20-year windows including the influence of traffic from outside the City (population growth projections and areas, and projected commercial development areas will be provided by the City) 2. Review existing street design capacities and create a Transportation Master Plan Map accounting for projected traffic patterns and volumes for the terms specified. a. The functional classification of the various streets and how they connect; b.
