Site work, paving and outdoor lighting for a mixed-use development in University Place, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; for outdoor lighting for a road / highway; and sidewalk / parking lot.

The work to be performed under this contract includes furnishing the necessary labor, materials, equipment, tools and guarantees thereof to: Construct curbs, gutters, sidewalks, walls, bike lanes, storm drainage improvements, paving, landscaping, irrigation and street lights on 35th Street West from Grandview Drive West to Bridgeport Way West. A Condition of Award (COA) DBE goal has been established at 17% and a Training Goal of 400 hrs. have been established for this contract. All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of University Place. The City of University Place expressly reserves the right to reject any or all bids and to waive minor irregularities or informalities and to further make award of the Project to the lowest responsive responsible bidder as it best serves the interest of the City. No bidder may withdraw his proposal after the hours set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) days. The following is applicable to this project: The City of University Place, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
