Frederick County, Virginia is seeking professional traffic engineering services on an as needed basis for traffic studies, modeling, analysis, design and review of traffic signals and intersections, signs, roadway extensions, new road alignments, pavement markers / markings, guardrail, lighting, roadway safety improvements and for other traffic engineering related projects. Traffic Data Collection, Analysis and Simulation This work shall include the utilization of professional traffic engineering expertise to analyze traffic flow in congested or crash prone areas, and to make recommendations to solve traffic operational problems and/or to improve traffic flow. The Consultant's analysis shall be based on County, State, and Federal policies and regulations, guidelines in the Traffic Operations and Safety Analysis Manual, and accepted engineering principles and practices. The Consultants shall employ, as necessary, updated traffic engineering tools, such as computer simulation models with software tools, such as Synchro/SimTraffic, Sidra, VISSIM, Transmodeler, Corsim, HCS, etc. to complete this work. Work may require extensive traffic data collection, to include but is not limited to, speed, volume, classification, turning movements, travel time, delay, pedestrian counts, and bicycle counts. Expertise in Macro/Mesoscopic software, such as CUBE, shall be required for planning level and large area modeling. B. Traffic, Safety, and Operational Studies Work may include the collection/review of various types of data, to include crash, speed, traffic volume, vehicle probe, roadway/asset inventory, alignment, and design data, as well as the performance of operational and safety analyses. The consultant shall be able to perform and utilize the methodologies outlined within the Transportation Review Board (TRB) Highway Capacity and the American Association of State Highway Transportation Officials (AASHTO) Highway Safety Manuals, to include any related analysis and design software. Work may include field investigations, research, analysis, summarization, and/or recommendations regarding the specific issue(s) being reviewed and studied, cost estimates (including costs for preliminary engineering, right of way, utility relocation, and construction phase costs), and the formal presentation of the results to the public and/or elected officials. Work may also include the analysis of traffic and pedestrian data (directional flow volumes, crash statistics, and/or speed samples), and the application of this data into Signal Justification Reports as outlined in the Virginia Department of Transportation (VDOT) Traffic Engineering Memorandum 387.1, Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), and the Institute of Transportation Engineering (ITE) Manual of Transportation Engineering Studies. Experience with the VDOT Junction Screening Tool (VJuST) is desirable. Depending upon the specific project, public information meetings and interaction may be required. All questions shall be submitted in writing (email is preferred). Telephone inquiries will not be accepted The County reserves the right to make multiple awards as a result of this solicitation. The award(s) will be made to the Offeror(s) who meet the needs and requirements of this solicitation. The County reserves the right to award no contract, if deemed in its best interest to do so. Only one proposal will be accepted per firm, and the County reserves the right to accept that proposal which it deems most beneficial to the County. The County may cancel this Request for Proposal or reject proposals at any time prior to an award and is not required to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous. Should the County determine that only one Offeror is fully qualified or that one Offeror is clearly more highly qualified than others, a contract may be negotiated and subsequently awarded to that Offeror without engaging in discussions/interviews with other Offerors if the County finds, in its sole discretion that such a selection is in the best interest of the County.
