Snohomish County Airport (Paine Field) is a very active and growing general aviation and manufacturing airport, with recently established commercial passenger service. The County recently completed a 20-year update to the airport's Master Plan and Airport Layout Plan, which identified a variety of potential airport projects to meet future demand. The airport staff require various specialized Engineering and other Consulting Services to support this work. Many of the airport's current multi-year on-call consulting agreements expire at the end of 2024. A detailed scope of work for individual task orders under each schedule of services below will be negotiated by the consultant and the airport at such time as the airport initiates a task. The successful responder shall: Work assigned under this schedule will require knowledge of airport engineering principles, FAA grant requirements, and Advisory Circulars. Projects may be funded with Airport Improvement Program, Passenger Facility Charge, or other federal grant funds. Work may include engineering design, environmental support, and full-service construction contract administration of projects identified. Services performed under this schedule may include, but not be limited to: 1. Central Apron Reconstruction 2. Central T-Hangar Taxi lanes Rehabilitation a. Taxiway Delta Rehabilitation b. Large Aircraft Parking Apron c. Airfield pavement maintenance and/or pavement management plan update d. Other airfield pavement rehabilitation and associated elements as warranted e. Environmental support for specific airfield projects and/or general environmental issues such as preparation of FAA NEPA documents, SEPA compliance and permitting support f. Provide technical assistance in review of on-airport private developments (i.e. tenant hangars, aprons, etc) g. Provide engineering assistance on other short- and long-term airport development proposals as warranted h. Preparation of Disadvantaged Business Enterprise (DBE) compliance, including ACDBE RFQ Clarification Date: 9/23/2024 The County will rate and score interviews based on pre-determined questions and criteria. One or more of the highest ranking firms based upon the interview criteria will be deemed the "Most Qualified" .The most qualified firm(s) selected will then be notified for purposes of negotiating a mutually acceptable contract. The County will attempt to negotiate a Professional Services Agreement with the most qualified responder at rates of compensation that are fair and reasonable and mutually acceptable. Negotiation of an agreement shall be in conformance with applicable federal, state and local laws, regulations and procedures. In the event negotiations are not successful with the highest ranked firm, the County reserves the right to end negotiations and contact the next highest ranked firm. The County reserves the right to award a contract with the single highest rated responder without conducting interviews, demonstrations, clarifications, and/or other phases. The County reserves the right, in its sole discretion, to reject all submittals, waive informalities and irregularities in responses, or not award.
