Site work for a civil project in Tacoma, Washington. Conceptual plans call for site work for a road / highway.

As of November 20, 2024, a contract is still being negotiated. This RFQ is only for consulting. Pierce County Planning & Public Works is responsible for surface water management in unincorporated Pierce County. The mission of the Surface Water Management Division is to deliver excellent services that reduce flood damage and protect and improve water quality and natural resources for the benefit of our communities. Pierce County intends to hire multiple qualified firms to provide engineering services to support fish passage barrier removal projects. Services anticipated include, but are not limited to, the design of public improvements that provide fish passage barrier removal, stream restoration, water crossing, and road improvements. Designs shall be based on a detailed understanding of the Washington State Department of Transportation WSDOT Fish Passage and Stream Restoration Design (FPSRD) Certification requirements and the Washington State Department of Fish and Wildlife design manual. Design services from firm(s) shall be performed by or overseen by firms staff that have received the WSDOT Fish Passage certification credential. Projects will typically be in highly regulated riparian systems and other sensitive areas, so an awareness of permitting restrictions and design strategies for expediting permitting is essential. Additional work will include geotechnical investigation, topographic surveying, and other studies and assessments. Some projects assigned under this contract may be funded with federal and/or state grants. The Firm(s) shall be required to comply with grant requirements and provide information to the County to comply with stringent reporting requirements and deadlines. If the County is undertaking a project in which Federal and/or State funds are involved, the County may require the Firm to sign applicable forms to be incorporated into an amendment or work assignment to the Professional Service Agreement (PSA). Question Submission Deadline: October 4, 2024, 3:30pm All questions must be submitted via Electronically. Approximately three weeks after proposal submission deadline, proposals will be evaluated and interviews may be held if multiple proposers are deemed capable of meeting the requirements. Estimated Notice of Intention to Negotiate a Contract:Approximately six weeks after proposal submission deadline. Estimated Date of Contract Execution :Approximately eight weeks After proposal submission deadline. Pierce County will select qualified consultant (s) and issue a Professional Service Agreement (PSA) contract based upon qualifications received. The selected firm (s) shall provide engineering and other related supplemental professional services as required by the County. The resulting purchase order/work assignment could require the Firm to provide planning documentation, studies, analyses, and preliminary through final design services. A detailed scope of services shall be provided for each project at the time of request. Scope of Work Services may include but will not be limited to the following: Project Management - includes services necessary to plan, perform, and manage the various elements of the Project to fulfill the objectives of the project as outlined in the scope of each work assignment. Attend scheduled Team Project Meetings and Site Visits. Estimated Project Schedule. Project QA/QC. The Firm shall review all available project information relating to projects including, but not limited to: As-built drawings, if available Survey base map Geotechnical information Critical Area Conditions memo Traffic data Existing utility information Existing hydrologic data Existing hydraulic models and associated reports Analyzing and preparing design, hydrologic, and hydraulic reports as required by state, federal, and local authorities. The report must use or follow the WSDOT hydraulic report template, or another template approved by Pierce County. This analysis will be used in design of flood conveyance, fish passage, and stream stability aspects of the project. A hydraulic model will be developed and used to identify hydraulic design specifications for the crossing structure, including upstream and downstream channel geometry to meet Washington Department of Fish and Wildlife (WDFW) requirements. Provide expert guidance on applicable alternative design solutions, feasibility, and preliminary construction cost estimate(s). Preparing the preliminary and final construction plans per Pierce County standards and Washington State Department of Transportation (WSDOT) standard plans and specification for Road, Bridge, and Municipal Construction. Design criteria for fish passage will be based on WDFW's Water Crossing Design Guidelines for a stream simulation or bridge design (Barnard 2013). In addition, project plans may need to utilize WDFW's report on Incorporating Climate Change into the Design of Water Crossing Structures to ensure the designed structure will be resilient to future changes in stream conditions (WDFW 2017). Or as newer and updated guidelines become available and approved by Pierce County. Preparation of floodplain analysis, including but not limited to zero rise analysis and flood studies to support FEMA guidelines as well as Pierce County Ordinance 18E70 including CLOMR / LOMR if needed, and mitigation plans. This shall be done using HEC-RAS or other models approved by the county. Design of restoration landscaping, field investigation, data collection, and report preparation as required by the County. Additional analyses requested may include, but not limited to, geomorphic analysis, sediment transport, hydraulic modeling for fish passage criteria, adherence to Pierce County stormwater criteria, geotechnical investigations, topographic surveying, pebble counts, bankfull widths. Results from studies will be used to specify and confirm channel and culvert geometries that will satisfy WDFW fish passage design and channel stability requirements, habitat features, and inform conveyance and flood impact reduction design. The initial contract period is anticipated to be for 24 months The County has the option of renewing for an additional three years after initial contract is executed. The actual schedule will be negotiated with the selected firm based on consultant and agency staff availability and finalized scope of work.
