Renovation of a residential development in St Petersburg, Florida. Conceptual plans call for the renovation of a residential development.

The City has several programs in place to provide funding support to eligible homeowners for rehabilitation projects on their homes. The City is seeking to develop a pool of qualified contractors (hereinafter referred to as "Vendor") who will have the opportunity to bid on all Homeowner projects receiving City funding pursuant to a Program. 1.2. Background The City has several programs in place to provide funding support to eligible homeowners (hereinafter referred to as the "Homeowner") for rehabilitation projects on their homes. These programs include the City's Affordable Single-Family Homeownership Program, Affordable Single-Family Residential Facade Improvement Program, and any other programs the City may establish for such purpose (collectively referred to herein as "Program"). The City is seeking to develop a pool of qualified contractors who will have the opportunity to bid on all Homeowner projects receiving City funding pursuant to a Program, and if selected by the Homeowner, the contractor will enter into a contract with the Homeowner to perform a specified scope of work (the "Rehabilitation Agreement"). The City of St. Petersburg invites qualified firms to submit statements of qualification for the rehabilitation of owner-occupied single-family residences. 5.2. Project Bidding Procedures Vendors qualified through this process (hereinafter, "Qualified Contractors") will be given an opportunity to submit bids to Homeowners to perform housing rehabilitation duties on owner-occupied single- family residences. Work includes interior and exterior building repairs, which could include window replacement, painting, tiling, carpet installation, plumbing, electrical, heating ventilation and air conditioning, roof replacement, and roof and fence repairs. Work must be completed in compliance with plans, specifications, work write-ups and requirements provided by the Housing and Community Development Department (hereinafter referred to as "HCD"). Only Qualified Contractors will be allowed to participate and must follow the instructions provided by the HCD and the Procurement & Supply Management departments. Qualified Contractors will be required to attend mandatory on-site pre-bid meetings and submit bids for the repairs to the specified residence. 5.3. Contractor-Homeowner Agreement After reviewing the bids submitted, the Homeowner will make the selection, and the Qualified Contractors and Homeowner will enter into an agreement for the Qualified Contractors to perform the scope of work identified by the City. After the agreement is prepared, the Qualified Contractor and the Homeowner will meet to discuss the scope of work, terms and conditions of the agreement. The Qualified contractor is encouraged to utilize the sample agreement set forth in this RFQ as Attachment B ("Sample Rehabilitation Agreement"). At the Qualified Contractor's option, the Qualified Contractors may utilize an agreement that differs from the Sample Rehabilitation Agreement attached, provided that all agreements entered into between the Qualified Contractor and a Homeowner as part of the Program must be consistent with the requirements of this RFQ and must, at a minimum, contain provisions incorporating (i) a release by the Qualified Contractor and Homeowner of any claims against the City, its City Council or Mayor, the City of St. Petersburg Housing & Community Development Department, or any City employees, servants, representatives, officers, agents, volunteers, and successors and assigns, which release must be in substantially the same form as the release set forth in the Sample Rehabilitation Agreement, (ii) the insurance requirements of this RFQ, (iii) the required deadlines for the Qualified Contractor to submit a bid, complete the required scope of work, and submit required documentation, (iv) an option for the Homeowner to choose whether to have the Program funding paid directly by the City to the Qualified Contractor (provided the Homeowner and the City have approved all work in accordance with the agreement), (v) a requirement that the Qualified Contractor comply with all applicable laws and obtain any necessary permits to perform the scope of work identified in the agreement, and (vi) a warranty of at least twelve (12) months for all work performed. 5.4. Acceptance and Payment After completing the work required by the agreement between the Qualified Contractor and the Homeowner, the Qualified Contractor will be required to submit to the City (i) a completed Draw Request Form signed by both the Homeowner and the Contractor, (ii) a copy of the release of lien, and (iii) certifications and warranties. The City will then perform an inspection to determine if the services provided meet the specifications, terms and conditions of the agreement. Should the delivered services be unacceptable to the Homeowner or if the City determines that the services differ in any respect from the specifications, payment will be withheld until such time as the Qualified Contractor takes necessary corrective action. If the City and Homeowner approve of the completed work, the Qualified Contractor will be required to send an invoice to the City with a copy to the Homeowner. All questions must be submitted via City's online sourcing system's Question & Answer feature no later than 12:00 pm on Wednesday, September 18, 2024.
