Site work, paving, outdoor lighting and renovation of a mixed-use development in Opelousas, Louisiana. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The project scope includes the selective demolition, renovation, and construction of an approximate eleven (11) acre football stadium site within the limits of Opelousas South City Park, parking lot and entrance driveway, renovation of the existing Donald Gardner stadium, synthetic turf football field, running track, concession building, visitor bathrooms, ticket booth, fencing, sports lighting, stormwater detention and drainage, site lighting, site utilities, site furnishings, brick masonry elements, signage, turf establishment, and landscaping. The project bid shall be comprised of a Base Bid, Alternate 1, and Alternate 2. It is to be understood design elements that occur on sheets labeled as Alternate 1 or Alternate 2 on the righthand side of the sheet, or as noted on the plans, shall be bid under the corresponding Alternate and that all other elements are to be bid as part of the Base Bid. On other sets of documents furnished to bidders, the deposit (less actual cost of reproduction) will be refunded upon return of the documents no later than ten (10) days after receipt of bids. They will not be mailed without such a request. Plans and specifications shall be available until twenty-four (24) hours before the bid opening date. Attention of Bidders is called particularly to all applicable laws and regulation of the Federal government and State of Louisiana and bonding and insurance requirements. All bidders for the City of Opelousas South City Park Phase I (Donald Gardner Stadium) Project must allocate at least 10% of their total bid to a Louisiana-registered Disadvantaged Business Enterprise (DBE). The DBE must be fully certified with the State of Louisiana before the bid opening, and documentation of this certification must be included in the bid. Bidders must also provide a detailed plan showing how they will meet the 10% DBE requirement. Failure to comply with these requirements may result in bid rejection. Contractors submitting bids electronically through LAMATS are required to provide the same documents as contractors submitting through the mail or by hand delivery. These items include but are not limited to the Bid Form and Bid Security. Regardless of the bid results, the contractor will have 48 hours from opening of the bids to provide the City of Opelousas the original documents. If a certified check or cashier's check is submitted as the bid security, electronic copies of both the front and the back of the check shall be included with the electronic bid. If a contractor fails to provide the original hard copies of these documents within 48 hours of the bid opening, their bid shall be considered nonresponsive. BID BOND: A Bid Guarantee equivalent to 5% of the bid price consisting of a firm commitment, such as a bid bond, certified check, or other negotiable instrument made payable to the City of Opelousas, shall accompany each bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required and within the time specified. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. PERFORMANCE BOND: A performance bond of not less than 100% of the contract price shall be executed to assure the Contractor's faithful performance of the contract as described in Instructions to Bidders. 3. PAYMENT BOND: A payment bond of not less than 100% of the contract price shall be executed to assure payment as required by law of all persons supplying labor and material in the performance of the work provided by the contract as described in Instructions to Bidders. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2173 Question Deadline 10/03/2024 Bidders requiring clarification or interpretation ofthe Bid Documents shall make a written request to the Architect, to reach him at least seven days prior to the date for receipt ofbids. Site located to the West of South Union Street and just south of the intersection of South Union and Cresswell Avenue within the city limits of Opelousas. This project represents an extensive renovation of the existing Donald Gardner Stadium with the addition of several features and amenities. Demolition of Existing Facilities - Coordinate with City of Opelousas for any items to be removed and that they may want to retain Two restroom buildings and foundations Sports lighting and foundations Football field Miscellaneous elements of the stadium structure Parking lot and driveways All infrastructure to be abandoned Fencing Miscellaneous site structures Vertical Construction - New Concession Stand o White box interior finishes o Conditioned restrooms o Conditioned concession space o Outdoor vending area o Covered customer service area New Ticket Booth o Freestanding Structure o Conditioned interior with two service windows New Visitor's Restroom o Conditioned restrooms o Outdoor vending area Existing Stadium Renovation o One-for-one plumbing upgrades to the restroom o New electrical service o Waterproofing of grandstands o General cleaning and paint o Replace perimeter fencing on stadium o Patch old light pole penetration o Shift visitor's grandstands to the southeast Civil/Site Work/Lighting - Parking lots and roundabout New driveway at South Union
