QUESTIONS DUE Thursday, September 12, 2024, by 2:00pm EST All questions must be submitted online in the Supplier Portal as indicated in Section 3.3 of this RFP. BACKGROUND/DESCRIPTION OF ENVIRONMENT Rouge Park is Michigan's largest urban park covering 1,184 acres and it's been established since 1925. The park includes many recreational areas, miles of paved paths, an outdoor pool, golf courses, horse stables, hiking trails, biking trails, and soccer fields. Rouge Park is known for Rouge River running 4.6 miles throughout the park and the surrounding 400 acres of forest. Rouge Park is a popular destination that attracts many visitors year-round, especially during the warmer seasons. The comfort station has been closed for a few years due to the inefficient water service line needed to operate the facility. The city would like to reopen the facility next summer. AWARD CLAUSE INCLUDING RENEWAL OPTIONS If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services Contract (Attachment G). The term of the contract will be for two (2) years. Any renewal option exercised under this contract is effective only after the approval of the Detroit City Council and signed by the Chief Procurement Officer. The City anticipates one or multiple awards as a result of the RFP. SERVICES TO BE PERFORMED SCOPE OF WORK The scope will require the selected contractor (Awardee) to be responsible for all aspects of this project as defined in the Scope of Work. This includes all labor, materials, equipment, and subcontractors to complete the project according to industry standards and practices. The scope will include but is not limited to a new water service line replacement, replacement of five (5) stainless steel (SS) sinks and faucets, one (1) new water heater tank, three (3) hollow metal doors and hardware, glass block window replacement, and minor roof and gutter repairs. The Awardee shall provide and carry out in a satisfactory and proper manner, as determined by the Construction & Demolition Department (CDD) the herewith described construction services for the City of Detroit. The conduct of the construction services set forth herein and preparation of the work as described shall be at the discretion of the CDD and is subject to the approval of the CDD's City Representative. The selected awardee will be required to manage the assessment design, and execution of required works to achieve project goals. Close coordination with CDD staff will be required throughout the process to avoid any duplicative work. The awardee will be 100% responsible for completing all project phases, assessments, permits, design, and execution. Improvements will include the following but are not limited to: A. Install a new 3" water service line from Plymouth Road south to the existing comfort station in the park, approx. 950' with required shut offs and meter connections per city code and ordinance. Cap old service as required. Verify measurement on site. B. Remove and replace all five (5) stainless steel sinks with new SS sinks and auto shut off faucets/fixtures with the following specifications: 4" center set, 3-hole, SS ADA compliant, two handle metering faucet. C. Remove and install a new 30-Gallon Electric water heater. Brand should be A.O. Smith or similar. D. Remove and replace approx. 4'x4' glass block window. E. Remove and install three (3) 36"x80" Hollow metal doors, hardware, and BEST cores to code. F. Replace damaged shingles and vents as needed. G. Clean and repair gutters and downspouts as needed. General Conditions The Awardee will be responsible and accountable for the tasks below throughout the duration of the contract. Assessment o Complete a visual inspection and a walk-thru to assess the site and prepare a complete report for the status and associated services. o Complete a site assessment including utility survey. The survey must include the area deemed necessary for design development. The Contractor will provide CDD the PDF and AutoCAD versions of the survey. o Provide a written technical report supported with photos, along with risk assessment of the existing conditions and recommendations on the priority of the tasks necessary to achieve the project's goals Permits o Provide designs that meet code and contract compliance. o Provide any required permits and any necessary drawings to obtain permits. The Awardee is responsible for all permits (including those needed by subcontractors) and the cost should be included in the pricing. Submittals o Provide all shop drawings and specifications for the approved scope tasks. Submittals and all work shall be approved before construction. CDD will review work plans and develop an adequate approach with the Awardee. Execution o Provide Scope Management, Constructability Reviews and Cost Control services throughout the entire project. o Monitor the project budget throughout the life of the contract. o Provide a schedule of construction and monitor the progress through project completion. o Provide the necessary project management and supervisory services as defined by the Contract Documents and in accordance with the final construction schedule. o Provide onsite project site supervision for the purposes of daily construction observation, project review and general project oversight. o Hire any/all subcontractors required including all required trades services/subcontractors to complete the scope of work. o Provide all necessary manpower and equipment necessary to fully execute the completion of this project. o Provide all necessary dumpsters and tools necessary to maintain the project site, and any supporting areas impacted by the work, clean and free of any trash or construction debris. Progress Updates o Conduct regular meetings with the City of Detroit to discuss and coordinate drawings' progress. Host construction project progress meetings and take meeting minutes. o Provide support and guidance to the City of Detroit throughout the entire project. o Provide monthly reports including but not limited to: Percentage of completed work packages, detailed cost estimates for work packages per agreed upon scope of work. o Take weekly progress photos; label each photo with dates and descriptions. These will be sent by email to the CDD project manager and filed in a shared drive and/or saved in construction management software. o Prepare payment and invoice requests, verify accuracy and forward for review, approval and payment. o Issue invitations and conduct site visits at major milestones, including but not limited to the pre-assessment walk, rough-ins of new equipment, above ceiling rough-ins, during finishes installations, and the punch-list walk. Close Out o At the completion of construction, perform all final project walk-throughs with the CDD project manager, facilities maintenance staff, and building occupant representative for final Owner acceptance of the project. o Restore any site work damaged during construction; this includes but is not limited to lawn restoration, asphalt repairs, concrete repairs, etc. o Provide close-out documents including operation and maintenance manuals (both paper & digital copies). o Provide As-Built drawings (including paper and CAD files) o Provide O&M for all materials and/or equipment for facility maintenance and facility management throughout entire operation life cycle and/or warranty period. o Prepare a punch-list and submit for a certificate of substantial completion. o Provide all spare/extra materials to CDD maintenance. OPERATIONAL INFORMATION Awarded Contractor(s) will work closely with City agency staff. The Respondent is expected to provide service in accordance with the terms of the executed contract and under the rules, regulations, and supervision of the City. TECHNICAL INFORMATION The City of Detroit is committed to centralizing and warehousing data for the purpose of improving service delivery and enabling cross departmental analytics. For this reason, we expect Contractors, contractual relationships, and resulting software platforms to enable data access, data interoperability, warehousing of resulting data, and adherence to City data standards. Specifically, the City minimally requires: o Access to any data via APIs in a machine-readable format. o Full documentation of APIs (including field names and objects) and the database schema used by the application. o Ability for City to push data as needed to these software systems to update base datasets. o Any location-based data or platform utilizes the City's Base Units geocoder, Base Units Database, and/or address data standards as applicable. For more information see on website. o The ability for the City to use and govern this data as it deems necessary- - centralizing it, porting it into other systems, and using it for additional and future organizational needs. The City prefers: o System or platform has the capacity to store field-level metadata and display it in the user interface when appropriate o API is able to provide data in a JSON format. o Data system or data exports integrate easily with ESRI products including feature services. o Systems or platforms that support data exchanges (pushes and pulls) that can happen dynamically. Specifications, Change of Specification, and Errors or Omission. Specifications which refer to brand names are given for reference. Respondents may quote on equivalent articles, provided that brand name and catalog number(s) and any deviations are noted on the bid form and complete descriptive literature is furnished. Exceptions will state "Do Not Substitute." The decision of the City shall be final. PAYMENT & PERFORMANCE BOND (Construction) The successful respondent(s) must furnish a payment and performance bond in the amount of 100% of the contract value specified in the contract guaranteeing the contract will be accepted if tendered an award. MINIMUM QUALIFICATIONS Proposals will only be accepted from those firms demonstrating a minimum of five (5) years of experience providing the services requested in the RFP for at least three (3) projects of similar scope and size. ADHERENCE TO TERMS OF PROPOSALS A proposal once accepted by the City of Detroit, may become a binding contractual obligation of the Respondent. The failure of a successful Respondent to accept this obligation and to adhere to the terms of the Respondent's proposal may result in rejection of the proposal and the cancellation of any provisional award to the respondent. Respondents are not permitted to take advantage of any errors or omissions in specifications since full instructions will be given should they be discovered before bid submission date. QUESTION DEADLINE All questions regarding the RFP shall be submitted through the Supplier Portal no later than the time and date specified on the Cover Page. In the interest of transparency, only written questions will be accepted. Answers to questions will be posted within the Supplier Portal. The City of Detroit does not guarantee a response to questions submitted after the question deadline. Should a Respondent be in doubt as to the true meaning of any portion of this RFP or find any patent ambiguity, inconsistency, or omission herein, the Respondent must make a written request for an official interpretation or correction in accordance with the instructions for submitting questions as specified in this RFP. Respondents are advised that no oral interpretation, information or instruction by an officer or employee of the City of Detroit shall be binding upon the City of Detroit. Respondents requesting changes to the RFPs terms and conditions, specifications, quantities, etc.; or if clarifications are needed, must make the request in writing by the stated bid submission deadline. 1. Work Plan/Schedule The selection committee will evaluate the Contractor's understanding of the purpose and goals as presented in the work items of this RFP. Evaluation will be based on the information presented in the Respondent's proposal and schedule. The Project can benefit from a clear project approach that addresses these challenges. o Based on your recommendation, provide specs on how to approach the scope of work. o Schedule monitoring and management; provide a construction schedule with sufficient detail to illustrate your firm's approach to renovating the project. Provide details of your approach to, and timing of this project and highlight critical path items and any areas of concern. o This submission should include a schedule with proposed timeframes, milestones, and other factors which may benefit the project, broken down by phase that would follow a fast-track design-build to commission the new system's turnover as soon as possible. o Provide a Gantt Chart for your proposed schedule. Highlight any major milestones and provide a detailed schedule by divisions. Start the schedule to assume the Notice to Proceed date is October 1, 2024. 2. Capacity The Selection Committee will also evaluate the ability of the prospective Contractor to meet the terms of this RFP relative to their capacity to support the schedule. The selection committee will evaluate the Vendor's ability to complete relevant work commitments successfully and within time and budgetary constraints. o The Awardee shall clearly identify the project staffing they intend to utilize for the project including all key project staff, their roles and responsibilities and at what phases of the project they will be utilized. Identify the day-to-day contacts for each phase of the project. Provide a detailed organizational chart and resumes. o During the design process, the Awardee shall provide, at a minimum, one dedicated professional project manager and/or higher-level professional staff to attend all design meetings. During the construction phase, the Awardee shall provide an onsite superintendent to coordinate the job in the field and provide for sufficient and appropriately skilled staff to implement a quality control program. o Include a description of the experience of each person assigned to this project as well as the level of effort, as a percentage of time, to be committed, and for which phases of the project (preconstruction, construction). Qualifications and references must demonstrate that the construction team has had successful experience with projects of similar size, scope, and conditions. o Provide a list of ongoing and/or potential projects that your assigned project manager and superintendent are assigned to during the duration of this project. Describe the projects and explain the timeline. o If selected, the Awardee agrees that it will provide, for the duration of the project, a full complement of staff, including the specific persons identified in this RFP, unless otherwise approved by the Owner. 3. Experience with Similar Projects Describe your firm's past experience with design-build services related to the requirements of the project. Provide a minimum of three (3) projects within the past five (5) years. o Detail your experience working on major renovation for similar commercial facilities. Include information on how you worked with on-site management personnel, patrons and ownership to ensure that the construction work and patron safety/satisfaction were seamless. o Identify any other unique challenges/approaches that you have experienced that will assist the Owner with a successful project.
