Questions will be answered by September 20, 2024 The City of Silverton is soliciting Requests for Proposals (RFP) for consulting engineering and survey services to design infrastructure improvements along approximately 375 feet of Main Street from North Water Street to North 1st Street and to design an Urban Plaza Park at the new City Hall at 410 North Water Street in Silverton, OR. Improvements will consist of a water main upgrade, storm water system improvements, sanitary sewer slip lining, curb and gutter on both sides of the road, and widening sidewalks and curb extensions. There will be ADA ramps installed at all corners of the N Water Street and Main St and North Water Street and North 1st Street intersections. Main Street is under Silverton Jurisdiction. N Water Street and N 1st Street are under ODOT Jurisdiction and coordination with ODOT will be required. Exhibit B provides an aerial view of the project area and shows existing water, sewer, and storm utilities along Main Street. This project will help set the tone for a complete downtown upgrade enhancing destination development and sense of place. A Traffic Impact Analysis will have to be completed to determine if or when traffic signal thresholds are or will be met for the North Water St / Main St intersection, the North Water St / Oak St intersection, the North 1st St / Main St intersection, the North 1st St / Oak St intersection, and the McClaine St / Main St intersection. Roadway improvement design should include the future location of traffic signals at the N Water Street and Main Street and N 1st Street and Main Street intersections. A Tree Inventory, Health Assessment, and Construction Impact Assessment is required. A Tree Conservation or a Tree Replacement Plan should be prepared to retain/replace the existing trees on Main Street. Additional streetscape elements such as benches, trashcans, landscaping, bike racks, etc., should be included in the design. A Parking Study inventorying and surveying existing conditions and usage as well as providing observations and recommendations will be necessary for the downtown area bounded by Park Street to the north Lewis Street to the south, Water Street to the west and 1st Street to the east. Coordination should be undertaken with Portland General Electric to ascertain the feasibility and ROM cost of undergrounding the overhead utilities along Main Street. The selected firm will complete surveying, engineering design and specifications, bidding and construction management services. The design is anticipated to by August of 2025 so construction can occur in the late 2025 early 2026. Professional services included in the agreement with the City are: 1. Project management - The lead civil engineering firm should manage all sub-consultants on the team, directing the flow of information between the consultant team members and the City's project manager. Monthly billing and status reports should be clearly presented in an organized manner, with costs distributed among tasks and funding sources. a. Organize and conduct Project Kick-off meeting; b. Organize and conduct Agency meetings at City Hall; c. Prepare materials for and participate in 2 public meetings; d. Prepare materials for and participate in 1 City Council meeting; e. Coordinate various members of the consultant team and provide QA/QC of team and final products delivered; f. Provide exhibits, maps, figures, on an as needed basis; g. Communicate clearly and regularly with the City's project manager; h. Provide monthly status reports to the City's project manager; i. Separate costs by tasks; and j. Submit monthly pay requests no later than the 7th day of each month. Notice of Award October 21, 2024 Design Completion August, 2025 (estimate) Construction Late 2025 early 2026 (estimate) Answers to questions may not be given for any questions asked after September 20th. Communicating with other City staff or authority for information other than the project manager may result in disqualification of a submission. Question Deadline 09/18/2024 at 5:00 PM PT All questions related to this RFP must be emailed to Jason Gottgetreu at Jgottgetreu@silverton.or.us. All answers to questions will be compiled and posted on the same website used for downloading the RFP as an addendum. NOTE: The City reserves the right to modify this schedule at the City's discretion. Proper notification of changes will be made to all interested parties. Event bid note: 3) Proposals shall be concise as possible and limited to twenty (20) 8.5" by 11" pages. 4) The cover letter will be included in the proposal page limit if it is provided. 5) Proposals shall provide the information needed for the City of Silverton to determine if the firm is capable of providing a quality engineering design for Main Street and the Urban Plaza Park. Information that should be provided includes: a. Firm's typical design approach to streetscape and parks projects. b. Firm's experience with similar projects. c. Information on project team members, their work experience, and their work availability, including any subcontractors. d. A proposed design schedule that includes 60% design review by the City. e. Proposed project manager's name, email address, and telephone number. f. Three references for completed projects similar in scope and size.
